Ho Chi Minh City police have filed charges and temporarily detained "lingerie queen" Ngoc Trinh and motorcycle instructor Tran Xuan Dong, for investigation into the use of fake documents and causing disruption.

On the afternoon of October 19, the Investigation Agency of the Ho Chi Minh City Police Department issued a decision to initiate criminal proceedings against the model Tran Thi Ngoc Trinh for “Disturbing public order” and “Using fake documents of agencies and organizations”; issued a decision to initiate criminal proceedings and a search warrant, and a warrant for the arrest and temporary detention of Tran Thi Ngoc Trinh for the offense of “Disturbing public order” as prescribed in Article 318 of the Penal Code.

The Ho Chi Minh City Police Investigation Agency issued a decision to initiate criminal proceedings, a search warrant, and a ban on leaving the residence for Tran Xuan Dong for the offense of “Using fake documents of agencies and organizations” and “Disturbing public order” as prescribed in Articles 314 and 318 of the Penal Code.

The Ho Chi Minh City People’s Procuracy has approved the initiation of criminal proceedings in accordance with regulations, and in the afternoon of October 19, the above decisions and warrants were enforced.

The Ho Chi Minh City Police have taken the lead and coordinated with the Traffic Police Department and the Police of Thu Duc City to verify and resolve information about crimes related to the activities of controlling large displacement motorcycles and performing dangerous actions while traveling on roads in the area of Thu Duc City by Tran Thi Ngoc Trinh (known as the lingerie model) which was then uploaded and spread on social media, causing public outrage.

During the investigation process, the Ho Chi Minh City Police determined that although Tran Thi Ngoc Trinh (34 years old) did not have a valid A2 motorcycle driver’s license, on October 6, Ngoc Trinh and Tran Xuan Dong (36 years old) organized and performed the act of controlling a motorcycle with the license plate 59A3-115.88 (BMW brand, 999 cc displacement) while traveling and performing on the D15 road in the Hi-Tech Park area of Ho Chi Minh City (Tang Nhon Phu B Ward, Thu Duc City) with dangerous driving movements, provocative positions, without wearing protective gear, lying down, kneeling on the seat of the bike…, all while being recorded on video. These videos were then edited and uploaded to social media, causing public outrage.

Prior to that, around the beginning of September 2023, Tran Xuan Dong, along with Tran Thi Ngoc Trinh, organized a gathering and controlled a Ninja motorcycle traveling on Tran Bach Dang road (Thu Thiem urban area, Thu Thiem Ward, Thu Duc City) while performing provocative and dangerous driving movements such as standing on one leg, letting go of both hands to let the bike run on its own, sitting on one side of the seat to let the bike run on its own… This behavior was also recorded on video, edited, and then uploaded to social media.

The Ho Chi Minh City Police found that the above-mentioned actions of Ngoc Trinh and Tran Xuan Dong have caused a disturbance to public security, order, and traffic safety in the locality. The People’s Committee of Thu Duc City has submitted a document requesting the Ho Chi Minh City Police Investigation Agency to consider handling Ngoc Trinh and related individuals in accordance with the provisions of the law.

Significantly, in the performances involving motorcycles mentioned above, Ngoc Trinh recorded and edited the videos herself and then uploaded these clips to her personal accounts on social media platforms, including the TikTok account Ngoc Trinh (which currently has 6.8 million followers and has received a total of over 163.3 million likes for all videos).

Ngoc Trinh uploaded 5 videos related to the act of controlling large displacement motorcycles with provocative and dangerous driving movements on various days in September and October 2023. As of 10:00 am on October 12, these videos have received 478,000 likes; 4,881 comments; 9,848 video saves; 5,787 shares.

The Facebook account Tran Thi Ngoc Trinh (Co Be An Hang) – currently has more than 3.1 million followers, also uploaded the aforementioned videos, attracting 5.9 thousand interactions, 438 comments, and 266 shares. The Fanpage Ngoc Trinh (currently has 2.7 million likes and 5.9 million followers) uploaded 1 video showing Ngoc Trinh riding a large displacement motorcycle and getting injured in a leg accident.

Subsequently, the explicit videos of Ngoc Trinh spread on the internet with over 240 posts on Facebook and over 650 articles on websites; more than 3000 related videos on YouTube. The public opinion in mainstream media and the online space largely condemned and criticized Ngoc Trinh’s behavior.

The Ho Chi Minh City Police found that the uploading and dissemination of the content of these video clips by the mentioned accounts have a negative impact on security, order, and social safety, and have a negative influence on the awareness, behavior, and culture of young people, especially as these are social media accounts followed by millions of people.

The explicit clips have violated the rules of conduct on social media of the Ministry of Information and Communications and need to be prevented and handled promptly. The Ho Chi Minh City Department of Information and Communications, the Cybersecurity and High-Tech Crime Prevention Department (Ho Chi Minh City Police) have forwarded information and materials to the Ho Chi Minh City Police Investigation Agency for processing in accordance with the provisions of the law.

Expanding the investigation, the Ho Chi Minh City Police Investigation Agency is clarifying the origin of the motorcycle with the license plate 59A3-115.88 (BMW brand), and it was found that Tran Xuan Dong presented a fake vehicle registration certificate. Through the struggle, Tran Xuan Dong admitted that although he knew the motorcycle registration certificate was fake, he still intentionally bought and used it because he found this motorcycle to be cheap.

During the investigation, verification process so far, the Ho Chi Minh City Police Investigation Agency has found that Tran Thi Ngoc Trinh, despite not having an A2 driver’s license, still together with Tran Xuan Dong, organized and performed the act of controlling a large displacement motorcycle with dangerous and provocative driving movements such as lying down, kneeling on the seat of the bike, letting go of both hands to let the bike run on its own… while traveling, performing on a public road, causing negative impacts on the local security and public order.

Furthermore, they filmed, edited, and then uploaded these clips to social media accounts with a large number of followers, causing negative effects and bad influence on security and order on the internet. In addition, Tran Xuan Dong also had the act of buying a large displacement motorcycle with fake documents for use.

In the coming time, the Ho Chi Minh City Police Investigation Agency will continue to take necessary investigation and verification measures in accordance with regulations to promptly clarify the entire content of the case, the criminal acts of Tran Thi Ngoc Trinh, Tran Xuan Dong, and related individuals in order to handle them thoroughly and strictly according to the law.
