According to current regulations, after the auction session ends, the winning bidder must tick on the auction-winning minutes, follow the email to receive notifications.
When the winner completes the financial obligations, they will be issued a confirmation document of the auction-winning license plate number along with the registration number code.
For auctions that end according to regulations, the assigned officer will perform online signing (digital signature) of the minutes, issue notifications, collect payment from the winning bidder, issue the confirmation document of the auction-winning license plate number, etc.
The registration of the auction-winning license plate number will be carried out at the Traffic Police Department. The registration procedure is regulated in Article 28 of Circular 24/2023/TT-BCA as follows:
The organization or individual that wins the auction of the license plate number for a car carries out the registration procedure for the auction-winning car license plate number as follows:
Step 1: Complete the vehicle registration declaration form; Step 2: Bring the vehicle to the Traffic Police Department where the vehicle is registered or to the Traffic Police Department in charge of the auction-winning license plate number for vehicle inspection; provide the online vehicle registration file code and submit the vehicle file;
Step 3: After the vehicle registration officer checks the vehicle file and verifies the vehicle, if everything is valid, the registration agency will issue the license plate number for the auction-winning vehicle; receive the appointment paper for receiving the vehicle registration result, pay the registration fee according to regulations (if the owner wants to receive the vehicle registration result via the public postal service, they can register with the public postal service unit); Step 4: Receive the result.

Regarding the time to process the issuance of the auction-winning license plate number, according to Article 7 of Circular 24/2023/TT-BCA, the issuing of the registration certificate will not exceed 2 working days, starting from the day the complete valid documents are received, except for cases where the reissuance of the registration certificate needs to be verified as regulated.
The deadline to verify the loss of the registration certificate when processing the reissuance of the registration certificate is 30 days; the verification time is not included in the time to process the reissuance of the registration certificate as regulated in paragraph 1 of this Article.
The issuance of the initial identification license plate number is carried out immediately after receiving the valid vehicle registration file.
The issuance of replacement license plates, reissuance of license plates, issuance of auction-winning license plates, reissuance of identification license plates takes no more than 7 working days, starting from the day the complete valid documents are received.
Regarding the issuance of temporary vehicle registration, issuance of registration revocation certificate, license plates, for cases where the entire public service procedure is performed online on the public service portal: After the person completing the procedure completes the temporary vehicle registration declaration form or the registration revocation declaration form, pays the fee as regulated (for cases of temporary vehicle registration), the vehicle registration agency checks the file to ensure its validity and provides the result of administrative procedure settlement within 8 working hours from the time the file is received on the public service portal;
For cases where part of the online public service procedure takes 1 working day (for temporary vehicle registration cases), no more than 2 working days, starting from the day the complete valid documents are received (for cases of registration revocation certificate, license plates).
Therefore, the time to process the issuance of the auction-winning license plate number is no more than 7 working days, starting from the day the complete valid documents are received.
