Research on implementing vehicle inspection based on mileage instead of time

Deputy Prime Minister Tran Hong Ha has requested the Ministry of Transport to study the inspection cycle for non-commercial transport vehicles and personal vehicles used for commercial purposes to ensure reasonableness and safety.

The Government Office has just issued the Conclusion of Deputy Prime Minister Tran Hong Ha at the review meeting of the draft Decree amending and supplementing some provisions of Decree No. 139/2018/ND-CP on the business of motor vehicle inspection services.

In this announcement, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to continue to take the lead, coordinate with relevant agencies to study, absorb opinions, and finalize the draft Decree amending and supplementing Decree No. 139/2018/ND-CP to submit to the Prime Minister before May 15, 2023 to promptly overcome difficulties and obstacles in the vehicle inspection work, and to prevent violations and instability as in the past.

Deputy Prime Minister Ha instructed the Ministry of Transport to study the inspection cycle for non-commercial vehicles, personal vehicles compared to commercial vehicles to ensure reasonableness and safety. Specifically, study the regulation of the inspection cycle based on the number of kilometers instead of the criteria of vehicle usage time.

Additionally, propose adding regulations on the responsibilities of vehicle owners, warranty units, maintenance units between 2 inspection cycles; results of vehicle warranty and maintenance (ensuring technical safety and environmental protection) between 2 inspection cycles as a basis for vehicle inspection; conditions for business of warranty and maintenance services for road motor vehicles.

Furthermore, Deputy Prime Minister also requested the Ministry of Transport to study the application of information technology to connect databases between the Vietnam Register – Traffic Police Department – Vehicle Inspection Units – vehicle maintenance centers – vehicle insurance units; certification of inspection from registered maintenance centers on the public service portal; study suitable forms of inspection stickers or electronic applications for post-inspection vehicles at inspection centers or eligible maintenance centers.

Deputy Prime Minister emphasized that the Ministry of Transport should focus on the content related to state management when finalizing the draft Decree amending and supplementing it. The Decree must clearly distinguish the functions of state management and the function of providing vehicle inspection services; decentralize to localities with sufficient capacity in state management of inspection work; study the decentralization plan for localities to comprehensively manage inspection, examination, calibration, and network planning according to regulations.

Regarding enhancing human resources and infrastructure for the vehicle registration field, mobilize the facilities and workforce of the Ministry of Public Security, the Ministry of Defense (meeting full conditions for business of motor vehicle inspection services) to participate in the inspection of civilian vehicles when permitted by the Minister of Public Security, the Minister of Defense combined with defense – security activities.

Regarding the regulations on vehicle maintenance and warranty units for road motor vehicles, maintenance and warranty units under authorized distributors of domestic automobile manufacturers, other maintenance centers that meet the registration requirements are eligible to provide inspection services if they meet the requirements for the business of motor vehicle inspection services and relevant legal regulations.

To synchronize the implementation of this Decree, Deputy Prime Minister requested the Ministry of Transport to urgently take the lead, coordinate with the Ministry of Justice, report to the Prime Minister to apply the simplified procedure sequence for the amendment and supplementation of Circular No. 16/2021/TT-BGTVT, Circular No. 02/2023/TT-BGTVT (issued before May 15, 2023). Specifically, automatic registration of inspection for new vehicles and vehicles with extended inspection cycles, apply information technology to automatically allow the extension of inspection cycles to facilitate citizens and businesses, reduce pressure on inspection bases; provide detailed instructions for the implementation of this Decree to promptly resolve difficulties and obstacles in inspection activities (issued simultaneously with this Decree).

The Ministry of Transport implements vehicle inspection scheduling registration through technical processing software to avoid duplication and prevent “service agents” from registering one vehicle in multiple places (not manually on paper) to facilitate citizens, easy management, and prevention of negative activities.
