According to the directive on enhancing road traffic order and safety by Prime Minister Pham Minh Chinh on April 19, 2023, officials, civil servants, armed forces, and workers in state agencies who violate traffic regulations must be notified to the agencies for strict handling according to the regulations of the Party and each sector. According to this directive, officials and party members who violate traffic regulations can be included in the criteria for classification. The head of the unit with violators may be subject to inspection and accountability.
The Prime Minister requires that the process of handling violations of traffic laws must strictly respect the law, without prohibited areas or exceptions. All violations must be rigorously addressed.
“Prohibiting officials and party members from intervening, influencing the process of handling traffic violations by functional agencies; strictly prohibiting functional forces from dismissing or overlooking violations in any form,” the Prime Minister’s directive stated.
According to this directive, violations leading to serious accidents such as speeding, alcohol and drug violations, and overloading of trucks must be strictly dealt with. The handling of drunk driving violations should continue to be implemented vigorously.
The Prime Minister requires localities to plan the control of alcohol levels on each road and area, focusing on cities, towns, industrial zones with a large number of workers, and tourist areas; absolutely not neglecting the prevention of the harms of alcohol for economic benefits.
In addition, the Prime Minister also required to consider dealing with the responsibility of the leaders of the Party Committees and local authorities if traffic situations become complex in their areas. Violations of the laws, irregularities, and negative behaviors of state management agencies in traffic, law enforcement forces, and local authorities will all be strictly handled.
The Prime Minister directed a study on the method of limited control and payment of ownership fees for control plates to avoid wastage of public property and license plate resources. Vehicle registration and management will be associated with individual identification. Large cities like Hanoi and Ho Chi Minh City need to find solutions to congestion, apply smart underground or multi-story parking solutions.
Furthermore, the Prime Minister assigned the task of total control of passenger transport vehicles and container trucks nationwide, to be completed in the third quarter for ministries and localities, including the Ministry of Public Security, Ministry of Transport, and others. The Ministry of Public Security is assigned to develop a comprehensive plan for vehicle identification plates and restrictions on personal vehicle registration, which will be reported to the Government in the fourth quarter.
In addition, the Ministry of Public Security and the Ministry of Transport will study amending regulations to increase penalties for individuals violating alcohol levels or committing multiple offenses such as requiring them to do public labor or deducting points from their driver’s licenses. Units will study the revocation of driver’s licenses for users addicted to drugs.
The Ministry of Transport will rectify and improve the quality of training, examination, and issuance of driver’s licenses; review and improve the standards and conditions for the infrastructure of driver training establishments. The ministry needs to have strict control mechanisms and cease issuing driver’s licenses to drug addicts, those who lack capacity, behavior, and health; propose post-training driver management solutions.
