How long does the winner of the vehicle license plate auction need to complete the process?

Once the winner fulfills the financial obligations, they will receive a confirmation document for the auction-winning license plate number along with the registration number code.

The assigned officer will perform online signing (digital signature) of the minutes, issue notifications, collect payment from the winning bidder, and provide the confirmation document for the auction-winning license plate number for auctions that comply with the regulations.

The registration of the auction-winning license plate number will be conducted at the Traffic Police Department, following the procedure outlined in Article 28 of Circular 24/2023/TT-BCA:

The organization or individual that wins the auction for a car’s license plate number should follow the registration procedure for the auction-winning car license plate number, as specified below:

Step 1: Complete the vehicle registration declaration form; Step 2: Bring the vehicle for inspection to the Traffic Police Department responsible for vehicle registration or the Traffic Police Department in charge of the auction-winning license plate number. Provide the online vehicle registration file code and submit the vehicle documents;

Step 3: After the vehicle registration officer verifies the vehicle documents and checks the vehicle, if everything is satisfactory, the registration agency will issue the license plate number for the auction-winning vehicle. The vehicle owner will receive an appointment letter to collect the vehicle registration result, pay the registration fee as per regulations (if the owner prefers to receive the vehicle registration result via public postal service, they can register with the public postal service unit); Step 4: Receive the result.

Location where the car license plate auction is monitored by the Traffic Police Department

According to Article 7 of Circular 24/2023/TT-BCA, the issuance of the registration certificate for the auction-winning license plate number will not take more than 2 working days, starting from the day the complete valid documents are received, except in cases where the reissuance of the registration certificate needs verification as per regulations.

The maximum deadline for verifying the loss of the registration certificate when processing the reissuance of the registration certificate is 30 days. The verification time is not counted within the time taken to process the reissuance of the registration certificate, as regulated in paragraph 1 of this Article.

The initial issuance of the identification license plate number is done immediately after receiving the valid vehicle registration file.

The replacement of license plates, reissuance of license plates, issuance of auction-winning license plates, and reissuance of identification license plates will take no more than 7 working days, starting from the day the complete valid documents are received.

Regarding the issuance of temporary vehicle registration and the issuance of registration revocation certificates and license plates, in cases where the entire public service process is done online on the public service portal: Once the procedure is completed and the fee is paid as regulated (for temporary vehicle registration cases), the vehicle registration agency will check the validity of the file and provide the administrative procedure settlement result within 8 working hours from the time the file is received on the public service portal.

For cases where part of the online public service process requires 1 working day (for temporary vehicle registration cases), the process will take no more than 2 working days, starting from the day the complete valid documents are received (for registration revocation certificates and license plates).

Therefore, the maximum time to process the issuance of the auction-winning license plate number is 7 working days, starting from the day the complete valid documents are received.
