On June 2, 2023, the Ministry of Transport issued Circular 08/2023 to revise and add certain provisions to Circular 16/2021 regarding the technical safety inspection and environmental protection of road motor vehicles.
According to the circular, private vehicles with a seating capacity of up to 9 seats that are not involved in transportation business and were issued a certificate and inspection sticker prior to March 22, 2023, with valid inspection until the circular’s effective date (June 3), will have their inspection cycles automatically extended. This means that vehicle owners do not need to bring their vehicles for inspection.
The inspection agency will issue a confirmation of the extended validity period for the certificate and inspection sticker of the vehicle. The extension confirmation for the inspection cycle of the aforementioned vehicles will be valid until July 1, 2024.
The Vietnam Register has announced that approximately 1.4 million private cars with up to 9 seats, not involved in transportation business, have had their inspection deadlines extended by an additional 6 months. This allows inspection units to concentrate on vehicles that have exceeded their inspection deadlines, while also addressing traffic congestion and ensuring the smooth operation of transportation vehicles.
Explaining the reasoning behind Circular 08/2023 only applying to non-transportation vehicles with less than 9 seats, the leaders of the Vietnam Register pointed out that this group consists of private vehicles that are less intensively used. The maintenance and repair of these vehicles also tend to be better compared to commercial vehicles. The pass rate for initial inspections of this group is high, approximately 95% of all vehicles. Therefore, even without re-inspection prior to extending the inspection cycles, this group of vehicles still ensures safety.
Under the new circular, the automatic extension of the inspection cycle does not apply to vehicles whose certificate and inspection sticker have expired prior to June 3. These vehicles still need to visit the vehicle inspection center to obtain new stickers and certificates. The Vietnam Register estimates that there are nearly 155,600 vehicles that are currently overdue for inspection.
The inspection agency will establish an information query system for the validity period of inspection certificates and stickers, and provide vehicle owners with an account for inquiries and information retrieval.
According to Circular 02/2023 of the Ministry of Transport, passenger cars with less than 9 seats, not engaged in transport business, that were manufactured within the past 7 years, are exempt from inspection for 36 months and have a regular inspection cycle of 24 months, both of which are extended by 6 months compared to previous regulations. Meanwhile, vehicles manufactured between 7 to 20 years (previously 12 years) have a regular inspection cycle of 12 months. Vehicles over 20 years have an inspection cycle of 6 months. Vehicle owners must ensure their vehicles undergo inspection before transitioning to a new inspection cycle.
