The winning bidder must mark the auction-winning minutes as required by current regulations and follow the email instructions to receive notifications.
After fulfilling the financial obligations, the winner will receive a confirmation document that includes the auction-winning license plate number and registration code.
For auctions that comply with regulations, the assigned officer will digitally sign the minutes, send notifications, collect payment from the winner, and issue the confirmation document for the auction-winning license plate number.
The registration of the auction-winning license plate number will be conducted at the Traffic Police Department, following the procedure outlined in Article 28 of Circular 24/2023/TT-BCA:
The individual or organization that wins the auction for a car license plate must complete the vehicle registration declaration form. Then, they need to bring the vehicle to the Traffic Police Department or the department in charge of the auction-winning license plate number for vehicle inspection. During the inspection, the online vehicle registration file code should be provided, and the vehicle file must be submitted.
After the vehicle registration officer verifies the vehicle file and inspects the vehicle, the registration agency will issue the license plate number for the auction-winning vehicle. The owner will receive an appointment paper for collecting the vehicle registration result, pay the registration fee as per regulations (if the owner prefers to receive the result via public postal service, they can register with the postal service unit). Finally, the owner needs to collect the result.
The Traffic Police Department monitors the location of the car license plate auction.
According to Article 7 of Circular 24/2023/TT-BCA, the issuance of the registration certificate for the auction-winning license plate number should not exceed 2 working days from the day when all valid documents are received. However, the processing time may be longer if there is a need for additional verification.
The verification of a lost registration certificate takes 30 days. This verification time is not included in the processing time for reissuing the registration certificate.
The initial identification license plate number is issued immediately upon receiving the valid vehicle registration file.
The issuance of replacement license plates, reissuance of license plates, issuance of auction-winning license plates, and reissuance of identification license plates should not exceed 7 working days from the day when all valid documents are received.
For cases where the entire public service procedure is performed online via the public service portal, the administrative procedure result will be provided within 8 working hours after the file is received. However, in other cases, the process may take up to 2 working days.
In summary, the issuance of the auction-winning license plate number should be completed within 7 working days from the day when all valid documents are received.
