Proposed 220,000 VND Vehicle Inspection Fee Increase

The Vehicle Registration and Inspection Department has submitted a proposal to adjust the service charge for safety inspection and environmental protection of motor vehicles in circulation to the Ministry of Transport and the Ministry of Finance.

Prior to that, the Vehicle Registration and Inspection Department had instructed inspection units to develop price proposal plans and submit them to the department. This was done to facilitate the inspection units and maintain stable operations for the motor vehicle inspection system.

By May 19, the Vehicle Registration and Inspection Department had received a total of 101 price proposals from 122 inspection centers. After reviewing and excluding 25 proposals with excessive prices compared to previous years without detailed justification, the Vehicle Registration and Inspection Department selected 76 representative proposals from 96 inspection centers. These proposals serve as the basis for the proposal sent to the Ministry of Transport and the Ministry of Finance for consideration and adjustment of the inspection service prices.

The average price proposal is based on the output and total inspection costs of the units within a year, according to the Vehicle Registration and Inspection Department. The estimated profit margin is set at 10% on the cost plus 10% value-added tax, based on the cost and expected profit. Based on this, the inspection service prices for vehicles with less than 10 seats are determined and the inspection prices between vehicle groups are converted.

In addition, the Vehicle Registration and Inspection Department proposes adding a fee of 50,000 VND for recording vehicle documents for vehicle groups exempt from initial inspection.

For the case of reprinting labels and inspection certificates for vehicle owners who have lost them or request re-issue, the Vehicle Registration and Inspection Department proposes a fee equal to 50% of the vehicle document recording fee.

In March, the Ministry of Transport issued Circular 02, which allowed new cars to be exempt from initial inspection and extended the inspection cycle for many motor vehicles.

According to the Vehicle Registration and Inspection Department, while this regulation has created favorable conditions for individuals and businesses, it has also caused a decrease in revenue of inspection units by about 132 billion VND, creating difficulties for vehicle inspection activities.

On May 8, the Government Office announced the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting to review the draft Decree amending and supplementing certain provisions of Decree 139 issued in 2018.

Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to issue inspection service prices based on accurate and sufficient calculation according to market mechanisms. The Ministry of Finance will then propose that the Ministry of Transport evaluate the situation and the extent to which costs would be compensated for the inspection service prices.
