The Ministry of Transport has recently proposed that school buses must be painted in a dark yellow color, with identification signs and a warning system when students are left behind on the bus.
This is also part of the content in the draft National Technical Standard on technical safety and environmental protection for automobiles, which is being solicited for comments.
The draft emphasizes that “School buses must be equipped with observation devices covering the entire passenger area through interior rear-view mirrors and an interior monitoring camera system to monitor the behavior of the driver, guardian, and students on the bus.”
At the same time, the draft also requires the installation of external cameras to monitor the situation outside the door before picking up and dropping off students. The devices must be equipped with a memory and information processing system for the driver.
School buses need to have an alarm system, emergency sound, or direct communication with the driver or manager to alert them when a student is left behind on the bus for no more than 15 minutes.
In particular, school buses must be regularly inspected and should not have any protrusions, depressions, sharp edges that may cause injury to students.
The student seats should not be located in the front row along with the driver’s seat; seats starting from the second row should be equipped with a two-point safety belt.
There should be no openings inside and outside the bus, protrusions, depressions, sharp corners, or defects that can easily catch children’s fingers and cause injury to students.
Student transportation vehicles must be equipped with at least one clearly marked first aid kit with international symbols and an emergency switch in special cases. This switch must be installed in easily observable and accessible positions in emergency situations.

The installation location of the fire extinguisher must be clearly marked and easily accessible in emergency situations. The passenger compartment must have at least one fire extinguisher with a minimum weight of 2kg near the student management seat and one near the driver’s seat.
Double-decker and articulated buses are not allowed to be used for student transportation. Student buses must be equipped with a speed limiting device not exceeding 80km/h. For preschool student buses, the maximum number of students should not exceed 45; for elementary and middle school student buses, the maximum number of students should not exceed 56.
In addition, in the draft Road Traffic Law currently under review, the Ministry of Transport also stipulates that school transportation by cars can be conducted by educational establishments or transportation businesses.
