The Ministry of Public Security is currently collecting feedback from agencies and associations on the draft report explaining the changes in the draft Law on Road Traffic Safety, which includes proposals to adjust some driver’s license categories (GPLX).
In the new draft, the Ministry of Public Security proposes to eliminate the A4 category (issued to drivers of vehicles with a load capacity of up to 1,000kg) and not to specify a GPLX category for drivers of vehicles classified as specialized motorcycles based on the type and function of the vehicle.
At the same time, the Ministry of Public Security also proposes to merge the B1 and B2 categories into the B category, based on factors such as power, type, engine, and seating capacity when categorizing GPLX.
The Ministry of Public Security believes that including the categorization of driver’s licenses in the draft law is aimed at codifying the provisions on driver’s license categorization as stipulated in the 1968 Vienna Convention, ensuring Vietnam’s commitments when signing and joining the Convention.
This facilitates Vietnamese people living and studying in member countries of the 1968 Vienna Convention, as they do not incur costs to obtain or exchange their driver’s licenses, contributing to the development of the economy, tourism, trade, and international cooperation. It also promotes investment, production, assembly, and import of vehicles both domestically and internationally by ensuring consistency in vehicle categorization and driver’s licenses.
According to the Ministry of Public Security, the issuance of GPLX under the new categories will apply to first-time applicants and those applying for license renewal or replacement. The transitional provisions will stipulate that GPLX issued prior to the enforcement of this law can continue to be used until the expiration date and value indicated on the license.
