To meet the demand of individuals who want to own a license plate according to their preference, the Ministry of Public Security has proposed to auction motorcycle license plates with a starting price of only 5 million VND.
The Ministry of Public Security has recently submitted a draft of the Road Traffic Order and Safety Law (RTOSL) to the National Assembly in the upcoming session. According to the Ministry of Public Security, in order to implement the resolution of the National Assembly on piloting license plate auctions, from September 15, 2023 to the end of February 2024, the industry will organize online auctions for 15,185 automobile license plates, of which 14,062 license plates will be won through auctions and customers will have to pay a total amount of nearly 1,400 billion VND.
The Ministry of Public Security stated that the auctioning of automobile license plates meets the needs of the people, creates fairness among entities with demands, and effectively exploits state assets, increasing revenue for the state budget. In particular, the auctioning of license plates has attracted significant attention and support from the public.
However, the Ministry of Public Security believes that the current auctioning is still limited to personal cars and has not been widely applied, therefore it has not fully met the desires of individuals who want to own a license plate according to their preference.
Therefore, the Ministry of Public Security proposes to expand the scope of license plate auctions to include motorcycles. The only exception is license plates issued for vehicles owned by state assets, vehicles of diplomatic representative offices, international organizations in Vietnam, and foreigners working in those offices.
Accordingly, the starting price for a motorcycle license plate auction will not be lower than 5 million VND, with bidding increments equal to 10% of the starting price.
With a large quantity and affordable starting price, beautiful motorcycle license plates are expected to attract a lot of attention from the public and collectors.
“The draft law will also supplement the rights of the winners of license plate auctions to register their license plate at the police agency in charge of managing the license plate or at their place of residence, or the headquarters of the auction-winning individual or organization, to ensure the practical situation is in accordance with the law…” – Proposed by the Ministry of Public Security.
