The Agony of Clutch Control: Demystifying the Dreaded Manual Transmission Driving Test

Despite suggestions that driving license categories B1 and B2 should be merged, many have expressed their concerns due to not having any need to operate a manual transmission vehicle.

Thanh Phuc (31 years old, Ho Chi Minh City) said that he had just completed the training course and passed the test to obtain a class B1 driving license last year. This license class allows him to drive passenger cars with less than 9 seats, trucks with a payload of less than 3,500 kg, and is not allowed to engage in transportation business.

“Fortunately, I finished my car driving test before there was a proposal to merge class B1 and B2 licenses into one”, said Thanh Phuc.

Hesitation before the proposal to merge class B driving licenses

Thanh Phuc said that the reason he chose to study and take the class B1 driving license is that he does not need to drive manual cars.

“Everyone around me advised me to take the class B2 license so that I can drive all types of cars. However, I knew that I would not use a manual car, so I chose to register for the class B1 license to simplify the learning and testing process”, Thanh Phuc shared.

Regarding the information that the Ministry of Public Security is proposing to merge class B1 and B2 into class B, Thanh Phuc expressed a neutral attitude because he believes that it does not affect him too much.

“I’m just wondering if the proposal is implemented, will my current license be changed, will I be allowed to operate transportation business, and will I need to take an additional test with a manual car if I need to change my driving license”, Thanh Phuc shared.

Meanwhile, Hoang Anh (28 years old, Ho Chi Minh City) said that she still does not have a driving license and expressed her concerns about the proposal to merge class B1 and B2 licenses.

“I plan to take the class B1 driving license because I think it is easier to pass the class B2 test. If merged into class B, will I have to take the test with a manual car like the current class B2 license?”, Hoang Anh said.

Sharing with Tri thức – Znews, Hoang Anh said that she only needs to drive automatic cars for personal and family use. Therefore, learning and taking the driving test with a manual car or owning a driving license with the same privileges as class B2 is not necessary for her.

Currently, many training centers are offering driving license courses for both class B1 and B2 at the same price, or with a difference of 1-2 million VND between the two license classes.

According to a survey by Tri thức – Znews, the average tuition fee for these two license classes in Ho Chi Minh City ranges from 22-24 million VND. Notably, a reputable training center in Ho Chi Minh City is recruiting with a quite high tuition fee, at 31.8 million VND for a class B1 driving license and 32.8 million VND for a class B2 license.

For class B1 automatic transmission licenses, learners need to complete 710 km on a training car equipped with DAT to qualify for the test. Meanwhile, for class B2 and B1 manual transmission licenses, this number will be 810 km of actual road on a vehicle equipped with DAT. Learners are also required to have 4 hours of driving at night, calculated from 6 pm each day.

Support for deducting points from driving licenses of violators

Regarding the proposal to deduct points from the driving licenses of violators, the majority of opinions support it and believe that it should be implemented soon.

Thanh Tung (50 years old, a car service driver) said that deducting points from driving licenses is very necessary to raise the awareness of drivers in traffic.

“In fact, about 20 years ago, there was a period when violators would have their driving licenses ‘punched’ if they committed violations. At that time, we drivers were very afraid of having holes in our licenses, so we also limited violations”, Thanh Tung shared.

Agreeing with this view, both Thanh Phuc and Hoang Anh believe that deducting points from the driving licenses of traffic violators will help drivers be more cautious when driving, thereby improving safety for themselves and others.

Previously, the Ministry of Public Security proposed to add regulations on deducting points from driving licenses. The Ministry of Public Security said that it is expected that 12 points will be assigned to each driving license per year. If all points are deducted, the driving license will no longer be valid, and the violator must take the test to obtain a new driving license.

From his perspective, Thanh Phuc said that the total number of points that each person is granted according to the Ministry of Public Security’s proposal is still quite high.

“I think that each driving license should only have 6 points per year. This will help drivers be more aware when driving, because they are ‘only allowed’ to violate an average of not more than once every 2 months of the year”, Thanh Phuc concluded.

In the UK and China, drivers are also granted 12 points for their driving licenses. Minor violations in the UK will be deducted 3 points, up to 11 points for serious traffic violations. Meanwhile, in China, drivers will lose 6 points for running a red light, and will lose a maximum of 12 points for speeding by more than 50%.

In the US, each state has different regulations regarding deducting points from the driving licenses of violators. For example, in California, drivers will have their licenses suspended if they violate and lose more than 4 points within 12 months, or 8 points within 36 months.
