From July 1st, traffic police nationwide will inspect and temporarily confiscate driving licenses of violators in the electronic environment of VNeID.

According to Circular 28/2024/TT-BCA, starting July 1, 2024, traffic police will inspect vehicle documents in one of the following two ways:

In case the driver or vehicle owner presents the information of the documents that have been integrated and updated in the electronic identity card, electronic identification account on the National Identification Application (VNeID), or in the database managed by the Ministry of Public Security, the inspection will be carried out through the information in the electronic identity card, electronic identification account on the National Identification Application and the database.

If the driver or vehicle owner presents paper documents, a direct inspection and comparison of the documents will be conducted, along with a search for related information in the administrative violation handling database and other databases.

According to the Traffic Police Department (Ministry of Public Security), after one week of implementing Circular 28 (from July 1st to 7th), traffic police nationwide have issued 6,892 violations, temporarily confiscated 2,000 driving licenses and vehicle registrations, and revoked 499 driving licenses electronically.

As per the procedure, when a violating driver is found, if the offense warrants a temporary confiscation of the driver’s license, the traffic police will issue a violation ticket and proceed with the temporary confiscation or revocation. If the road user presents electronic documents, the traffic police will verify by entering the driver’s license number into the website for a search.

In the case where the search result shows that the driving license has not been temporarily confiscated or revoked, the traffic police will issue a temporary confiscation or revocation of the driving license in the electronic environment for the violator (without confiscating the physical driver’s license).

According to the representative of the Traffic Police Department, Ministry of Public Security, if a driver’s license has been temporarily confiscated on the VNeID application, the physical copy cannot be used to continue driving.

If a violator whose driver’s license has been confiscated or revoked by another authority is still driving, the functional force will issue a violation ticket for driving without a license and temporarily confiscate the vehicle as prescribed.

After the traffic police issue a violation ticket, information about the temporary confiscation or revocation of the documents will be updated to the violator’s VNeID account. At that time, the application will clearly display the period and the unit that is temporarily holding the documents.

The violator will have to pay the administrative violation fine through the public service portal or at the competent authority.

After the period of temporary confiscation or revocation of the driving license as prescribed, the violator shall present the proof of payment of the administrative violation fine, and the traffic police will update the resolution to cancel the display of temporary confiscation or revocation of the documents on VNeID.

Another important point to note is that the VNeID application clearly displays information about the temporary confiscation or revocation of the driving license, including the period, the traffic police unit, and whether it is a motorcycle or automobile driver’s license. Therefore, for integrated motorcycle and automobile driver’s licenses, if one type is revoked, individuals can still use the other type of driver’s license to drive.

According to the Traffic Police Department, checking and revoking the documents of violating drivers electronically helps prevent the use of fake driver’s licenses and vehicle registrations during inspections. At the same time, it also brings more convenience to road users, as they do not need to carry multiple physical copies of their documents.
