As stipulated in the Law on Road Traffic Order and Safety, which will take effect from January 1, 2025, motorcycles and scooters will be required to undergo emission inspections.

Article 42 of the Law on Road Traffic Order and Safety regarding the technical safety and environmental protection of motor vehicles and specialized machinery participating in road traffic states that motorcycles and scooters must undergo emission inspections.

The Law also stipulates that emission inspections shall be carried out in accordance with the provisions of environmental protection laws and must be performed at emission inspection centers that meet national technical standards.

The emission inspections will be carried out by vehicle inspectors from the registration centers. Thereafter, the certificate will be issued to the motorcycle owner upon completion of the procedure.

In addition, the Minister of Transport will prescribe the order and procedure for the granting, re-granting, temporary suspension of operations, and revocation of certificates of eligibility for emission inspection centers for motorcycles and scooters. Regulations on the procedure for emission inspection of motorcycles and scooters; National technical regulations on physical infrastructure and location of emission inspection centers for motorcycles and scooters.

In reality, motorcycles, like cars, emit pollutants into the environment when used. Therefore, controlling motorcycle and scooter emissions is necessary and helps reduce 35.55% of total CO emissions and 40% of total HC emissions.

According to statistics, there are currently about 69.2 million registered motorcycles in Vietnam, with up to 45.5 million motorcycles being used by people every day, and this number will only increase.

Vietnam is also the second-largest motorcycle consumer in Southeast Asia and one of the top five motorcycle consumer markets in the world.
