On June 27, 2024, the National Assembly passed the Road Law, which stipulates that toll fees will be charged for vehicles entering expressways invested by the State. Today, on July 31, 2024, a representative from the Ministry of Transport announced that they are in the process of constructing and gathering opinions on the draft decree regarding toll collection on state-invested expressways.
According to this draft, toll fees will be implemented on 12 sections and routes of expressways invested by the state, including:
- Lao Cai – Kim Thanh
- Hanoi – Thai Nguyen
- Ho Chi Minh City – Trung Luong
- Cao Bo – Mai Son
- Mai Son – National Highway 45
- National Highway 45 – Nghi Son
- Nghi Son – Dien Chau
- Cam Lo – La Son
- La Son – Hoa Lien
- Vinh Hao – Phan Thiet
- Phan Thiet – Dau Giay
- My Thuan – Can Tho
Among these, eight sections of the North-South Expressway in the East are expected to begin toll collection from October 1, 2024. There will be two toll rates for two types of expressways. Specifically, for a four-lane expressway with a continuous emergency lane (level 1), the lowest toll rate will be VND 1,300 per km (for cars with fewer than 12 seats and trucks weighing less than two tons), and the highest will be VND 5,200 per km (for trucks weighing over 18 tons and 40-foot containers). For a four-lane expressway without a continuous emergency lane (level 2), the toll rates will range from VND 900 to VND 3,600 per km, depending on the vehicle group.

The collected fees will be submitted to the state budget and invested in the maintenance, repair, and upgrade of expressways. It is expected that the state will collect VND 3,210 billion annually and contribute approximately VND 2,850 billion to the budget.
The National Defense and Security Committee assured that the toll collection on state-invested expressways would not result in “double charging” as road users could opt for the parallel national highways, which are toll-free.
