Traffic police confirmed that the procedure for recalling and issuing this license plate was carried out in full accordance with the law, but the related issue is complicated and still ongoing.
As previously reported, on the evening of August 11, a social media account named Huấn “Hoa Hồng” (Bùi Xuân Huấn) posted an almost 8-minute-long clip detailing the legal complications surrounding the purchase of a second-hand Honda SH scooter with the license plate number 97B1-999.99 a year ago from someone in Bắc Kạn province.
Regarding this issue, a leader of the Traffic Police – Order Team of Bắc Kạn city, Bắc Kạn province, affirmed that the re-issuance of the license plate 97B1-999.99 to another scooter owned by Mr. N.T.Q., a resident of Bắc Kạn city, was carried out in strict compliance with current regulations, and there was no overlap in the assignment of this license plate to two different vehicles.
Specifically, the license plate 97B1-999.99 was first issued by the Bắc Kạn Provincial Traffic Police Department in 2020. Subsequently, in accordance with legal regulations, the ownership of this license plate was transferred to Mr. N.T.Q., a resident of Bắc Kạn city.
The official stated that from the time Mr. Q. took ownership of the license plate until August 15, 2023 (when the new regulations on license plate identification took effect), there was no record of a change in ownership for the scooter associated with this license plate. Although, at that time, it was still permissible to purchase a vehicle with its associated license plate under the old regulations.
On August 15, 2023, when the new license plate identification regulations came into force, the license plate 97xx-999.99 was still registered under Mr. Q.’s name. According to Circular No. 24/2023 of the Ministry of Public Security, license plates (in the 5-number format) after this date would automatically be identified with the owner at that time.
Later, in July 2024, Mr. Q. registered his scooter as required by the decentralized procedure at the Traffic Police – Order Team of Bắc Kạn city. A system query revealed that this VIP license plate had already been recalled and was eligible for reissuance to another vehicle owned by the same individual, in accordance with the regulations on license plate identification.
The leader of the Bắc Kạn City Traffic Police also stated that the dispute over the “super VIP” license plate between Huấn Hoa Hồng and N.T.Q., a prominent figure in Bắc Kạn, is a civil matter, and the involved parties should seek a resolution. The Traffic Police, for their part, have asserted that they have acted in full compliance with the relevant regulations.
Therefore, in the event of a dispute and subsequent lawsuit, the authorities will need to refer to the contract, agreement, and the nature of the transaction between the two parties to determine an appropriate solution.
