As of January 1, 2025, the new Road Traffic Safety and Order Law (TTATGTĐB) 2024 will come into force, introducing revised regulations regarding the working hours of commercial and internal transport drivers.
Specifically, according to Article 64 of the Road Traffic Safety and Order Law 2024, drivers of automobiles are not permitted to drive for more than 10 hours per day and no more than 48 hours per week. Additionally, drivers are prohibited from driving continuously for over 4 hours.

In contrast, the current regulations stipulated in the 2008 Road Traffic Law limit the working hours of automobile drivers to 10 hours per day and prohibit continuous driving beyond 4 hours. The new law, therefore, introduces a weekly limit on working hours for commercial and internal transport drivers, which was not previously addressed in the 2008 legislation.
Effective from January 1, 2025, these regulations apply to commercial transport businesses, internal transport operators, and drivers of commercial and internal transport vehicles. Violation of these rules will result in a fine ranging from VND 3 million to VND 5 million, along with a suspension of the driver’s license for a period of 1 to 3 months, as outlined in Article 23 of Decree 100/2019/NĐ-CP.
For owners of automobiles who allow their employees to drive beyond the stipulated time limits, the penalty includes a fine ranging from VND 8 million to VND 12 million, as per the provisions of Article 30 of Decree 100/2019/NĐ-CP.
