The Ministry of Public Security has recently issued Circular No. 65/2024 (effective from January 1, 2025) regulating the examination of legal knowledge on traffic order and safety for the restoration of driving license points.

According to Circular 65/2024/TT-BCA, those eligible to take the examination on legal knowledge of road traffic order and safety are individuals whose driving licenses have been deducted of all points.

The examination covers: Theoretical knowledge of legal provisions on road traffic order and safety based on the theoretical test questions for driving license issuance and computer-simulated traffic scenarios prescribed by the Ministry of Transport.

For the theoretical examination, examinees will take a computer-based multiple-choice test using specialized software. As for the simulated knowledge test, candidates will handle traffic situations through computer simulations.

Circular 65 stipulates that examinees holding driving licenses of categories A, A1, and B1 will have 19 minutes to complete the test. The structure of the examination comprises 25 multiple-choice questions, each carrying one point, including one question that determines a failing grade.

A score of 21/25 or higher is considered a pass for category A1. However, if an examinee answers the failing question incorrectly, they will not pass, despite achieving the minimum passing score.

For categories A and B1, a score of 23/25 or higher is required to pass. Similarly, if an examinee answers the failing question incorrectly, they will not pass, even with a score above the minimum passing threshold.

Examinees holding a category B driving license will have 20 minutes to complete the test. The structure of the examination includes 30 multiple-choice questions, each worth one point, with one question designated as the failing question. A score of 27/30 or higher is required to pass. If an examinee answers the failing question incorrectly, they will not pass, despite achieving the minimum passing score.

Individuals with a category C1 driving license will have 22 minutes to complete the examination. The structure of the test consists of 35 multiple-choice questions, each carrying one point, including one question that determines a failing grade. A score of 32/35 or higher is considered a pass. If an examinee answers the failing question incorrectly, they will not pass, despite achieving the minimum passing score.

Examinees holding a category C driving license will have 24 minutes to finish the test. The examination structure includes 40 multiple-choice questions, each worth one point, with one question designated as the failing question. A score of 36/40 or higher is required to pass. Answering the failing question incorrectly will result in a failing grade, regardless of the overall score.

Candidates with driving licenses of categories D1, D2, D, BE, C1E, CE, D1E, D2E, or DE will have 26 minutes to complete the examination. The structure of the test consists of 45 multiple-choice questions, each carrying one point, including one question that determines a failing grade. A score of 41/45 or higher is considered a pass. If an examinee answers the failing question incorrectly, they will not pass, despite achieving the minimum passing score.

According to the new circular, the examination time for the simulated part should not exceed 10 minutes, covering 10 simulated traffic scenarios corresponding to 10 points. Each question carries a maximum of five points and a minimum of zero points. Examinees must achieve a score of 35/50 or higher to pass.

In cases where an individual does not achieve a passing score in the theoretical examination of legal knowledge, they will not be allowed to proceed to the simulated knowledge examination.

If an examinee passes the theoretical examination but fails the simulated knowledge test, their theoretical examination result will be valid for one year from the date of the successful attempt.

Examinees who do not pass the examination can re-register for the test after seven working days from the date of the previous examination.
