The Hanoi People’s Council Passes a Resolution to Implement a Low Emission Zone in the Capital, Effective January 1, 2025.
On the morning of December 12, the Hanoi People’s Council passed a resolution to implement a low-emission zone in the capital, which will come into effect on January 1, 2025.
According to the resolution, Hanoi will allow zero-emission vehicles, environmentally friendly motor vehicles, motor vehicles using clean and green energy, priority vehicles, and means of transport with permits from competent authorities to circulate in the low-emission zone.
In addition, the city will also ban the circulation of heavy diesel trucks in the low-emission zone and restrict or ban cars that do not meet emission standards level 4 and motorcycles and scooters that do not meet level 2 standards from entering the low-emission zone during specific time frames or in certain areas.

Hanoi will also consider issuing fees for emitting vehicles circulating in the low-emission zone.
It is proposed to support the investment in the development of transport infrastructure using clean energy from the city budget and other legal sources.
Support policies are also suggested for individuals living and working in the low-emission zone, as well as organizations and businesses transitioning from fossil fuel-based transportation to clean energy and zero-emission vehicles.
At the same time, the city will step up propaganda and raise community awareness about the low-emission zone and take other measures suitable to the locality’s characteristics.
The criteria for determining the low-emission zone include areas under strict protection and restricted emission areas as defined in the Master Plan for the Capital until 2030, with a vision towards 2050; areas that frequently experience traffic congestion from level D to F according to TCVN 13592:2022 Urban Roads – Design Requirements; and areas where the average annual air quality in the minimum of the most recent year does not meet the National Technical Regulation on air quality (QCVN 05: 2023/BTNMT) for the main parameters: SO2, NO2, total suspended particles TSP, PM10, and PM2.5.
Regarding the roadmap for the implementation of the low-emission zone, from 2025 to 2030, a pilot project will be carried out in an area belonging to Hoan Kiem and Ba Dinh districts. From 2031 onwards, areas meeting one of the specified criteria will have to implement the low-emission zone regulations.
