From January 1st, 2025, commercial vehicles and certain other modes of transportation will be required to install journey-tracking devices according to new regulations.
The Government’s Decree No. 151/2024/ND-CP will take effect on January 1st, 2025.
This decree stipulates that four types of vehicles are mandated to install journey-tracking devices: commercial vehicles, tractor units, ambulances, and road rescue vehicles.
As per the regulations, these specified vehicles must install journey-tracking devices that adhere to the technical requirements outlined in the National Technical Regulation on Journey-Tracking Devices and Driver-Recording Equipment.
The information and data collected from the journey-tracking devices installed in commercial vehicles, tractor units, ambulances, and road rescue vehicles will be utilized for ensuring security, maintaining road traffic order, addressing violations, and facilitating state management of road transportation.
The data will be connected and shared with the Ministry of Transport (Vietnam Road Administration), the Departments of Transport in provinces and cities, and other relevant agencies as stipulated by law.
Decree No. 151/2024/ND-CP also mandates that vehicles carrying eight or more passengers (excluding the driver) for commercial purposes, tractor units, ambulances, and road rescue vehicles must install driver-recording equipment that meets the technical standards specified in the National Technical Regulation on Journey-Tracking Devices and Driver-Recording Equipment.
The decree clearly states that the management, usage, transmission, provision, updating, storage, and utilization of data collected from journey-tracking and driver-recording devices shall comply with the laws and regulations governing the management, operation, and data management systems of these devices.
