According to Circular 47/2024 by the Ministry of Transport, which will come into effect on January 1, 2025, motorcycles and scooters under five years old are exempt from emission inspections. Meanwhile, vehicles aged five to twelve years old are required to undergo inspections once every two years. Specifically, vehicles over twelve years old must be inspected annually. In the case of motorcycles and scooters without production date information in the database, the age of the vehicle will be calculated from December 31 of the year of manufacture.

When taking your motorcycle or scooter for an emission inspection, you must present one of the following documents:
– Original vehicle registration certificate;
– Certified true copy or electronically certified copy of the original vehicle registration certificate;
– Original appointment slip for vehicle registration certificate.
The inspection center will then cross-reference the vehicle information on the management software with the registration certificate. Vehicles that do not match will be rejected. If the vehicle meets the standards, it will be inspected and granted an electronic certificate integrated with the owner’s electronic identification account.
The emission inspection certificate will be issued by the Vietnam Register. According to a representative of the Vietnam Register, January 1, 2025, is not the start date for implementing emission inspections for motorcycles at vehicle inspection centers.
To enforce this regulation, the Ministry of Natural Resources and Environment is working with the Ministry of Transport to develop a detailed roadmap, including the commencement date, applicable subjects, and inspection fees. This roadmap is still being finalized and awaits government approval.
As of the end of 2023, the total number of motorcycles and scooters in Vietnam reached approximately 74 million. According to the Ministry of Transport, motorcycles are the largest source of pollutant emissions, but they have not been controlled due to the lack of regulations in the 2008 Law on Road Traffic.
