The Ministry of Transport has recently issued Circular 47/2024, which stipulates the order and procedure for emission inspection of motorcycles and scooters.
According to Circular 47/2024 of the Ministry of Transport, owners of motorcycles and scooters that are over five years old must take their vehicles to an inspection center for emission testing.
When going for the inspection, owners need to present one of the following documents: The original vehicle registration certificate; a certified copy or electronically certified copy of the original vehicle registration certificate; or the original appointment slip for the vehicle registration certificate.
The inspection center will then proceed to search for the vehicle’s information on the inspection management software and verify the registration certificate with the actual motorcycle or scooter.
If the information does not match, the inspection will be rejected. In cases where the inspection is not rejected, the inspection center will create an inspection control slip and proceed with the emission test for the vehicle.
Upon passing the emission test, motorcycles and scooters will be granted an electronic emission inspection certificate, which will be integrated with the vehicle owner’s electronic identity account.
For motorcycles and scooters that are five years old or less, counted from the year of production, owners are exempt from submitting emission inspection documents and taking their vehicles to an inspection center for testing.
The emission inspection certificates for these motorcycles and scooters will be issued by the Vietnam Register on the inspection management software, based on the results of the certification of technical safety and environmental protection in the production, assembly, and importation of motorcycles and scooters, obtained from the data stored by the Vietnam Register, in combination with the database on vehicle registration and management of motor vehicles by the Ministry of Public Security.
Circular 47/2024 will come into effect on January 1, 2025, however, according to the leadership of the Vietnam Register, this is not yet the deadline for implementing emission inspections for motorcycles at inspection centers.
The timing and roadmap for implementing emission inspections will be carried out in accordance with the Law on Environmental Protection. Currently, the Ministry of Natural Resources and Environment is the coordinating agency, working with the Ministry of Transport to build and submit to the Government for issuance of a decision on the roadmap for implementation. As of now, this decision has not been issued.
