Circular 79/2024/TT-BCA on the issuance and retrieval of vehicle registration certificates and license plates, with specific provisions on the color and serial format of license plates for organizations and individuals, will take effect from the beginning of 2025.
According to Point 5, Article 37 of Circular 79/2024/TT-BCA, motor vehicle license plates will have a blue background with white letters and numbers. The serial will use one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, or M. These license plates will be issued to vehicles of Party committees; the Presidential Office; the National Assembly and its agencies; the Office of the National Assembly Delegation and People’s Councils at all levels; and Central Steering Committees.
This type of license plate will also be issued to the People’s Police, People’s Courts, People’s Procuracy; ministries, ministry-level agencies, and government agencies; the National Traffic Safety Committee; People’s Committees at all levels and specialized agencies under provincial and district People’s Committees; and socio-political organizations (including the Vietnam Fatherland Front, the Vietnam General Confederation of Labour…
Motorcycle license plates will have a blue background with white letters and numbers. The serial will use one of the 11 letters mentioned above, combined with a natural number from 1 to 9. These will be issued to the entities specified in Point a of this section.
Motor vehicle license plates will have a white background with black letters and numbers. The serial will use one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, or Z. These will be issued to domestic organizations and individuals who do not fall under the category specified in Point a of this section.
Motorcycle license plates will have a white background with black letters and numbers. The serial will use one of the 20 letters mentioned above, combined with another letter from the same set. These will be issued to domestic organizations and individuals who do not fall under the category specified in Point b of this section.
Motor vehicle license plates for commercial passenger and freight transport will have a yellow background with black letters and numbers. The serial will use one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, or Z.
- License plates with the serial “CD” are for specialized vehicles.
- License plates with the serial “RM” are for trailers and semi-trailers.
- License plates with the serial “HC” are for vehicles with restricted operation, four-seat passenger cars, and four-wheel freight vehicles.
- License plates with the serial “KT” are for military enterprise vehicles registered through the Vehicle and Machinery Department of the Ministry of National Defense. Vehicles with similar constructions will be issued license plates of the corresponding type.
- License plates with dedicated serials for specific entities will have colors corresponding to the specifications in Points a, c, and d of Section 5 of this Article.
- Auctioned license plates will have a distinctive red and yellow identification sticker with blue letters. License plates for vehicles using clean, green, and environmentally friendly energy will have a green identification sticker.
