According to Circular 47/2024 of the Ministry of Transport, which will take effect from January 1, 2025, vehicle inspection centers will no longer issue temporary 15-day vehicle inspection certificates for cars as they do currently.

Specifically, the inspection validity period for vehicles includes: domestically manufactured or assembled vehicles, vehicles for research and development purposes intending to participate in road traffic, imported motor vehicles undergoing pre-emission testing, and imported vehicles that do not fall into the above two categories. The inspection validity period will correspond to the temporary registration duration as stated on the certificate issued by the police to the vehicle owner or enterprise.

According to the Vietnam Register, the Law on Road Traffic Order and Safety does not include any provisions permitting temporary 15-day vehicle inspections. Instead, it stipulates cases where vehicles possess temporary registration certificates.

From January 1, 2025, cars will no longer be granted a temporary 15-day inspection as is currently practiced.

To ensure compliance with the Law on Road Traffic Order and Safety regarding motor vehicle inspections, the drafting committee of the Circular decided to eliminate the temporary 15-day inspection and introduce provisions for vehicle inspections with temporary registration certificates. This applies to domestically manufactured or assembled vehicles, as well as imported vehicles intended for road participation, which may be driven from the factory, port, or border gate to the dealership.

In the case of imported motor vehicles undergoing pre-emission testing, which are typically granted temporary registration for one month, the inspection certificate issued to the vehicle will also be valid for one month.

For vehicles used in research and testing, if granted a six-month temporary registration, the inspection certificate issued by the inspection center to the enterprise will also be valid for six months.

Additionally, Circular 47 comprehensively and specifically outlines the inspection cycles for various types of motor vehicles.

Specifically, for non-commercial passenger cars with a capacity of up to 8 seats (excluding the driver’s seat): The first inspection cycle lasts 36 months. Following this cycle, cars with a production age of up to 7 years will have a 24-month inspection cycle; those aged over 7 to 20 years will have a 12-month cycle, and cars older than 20 years will have a 6-month inspection cycle.

Also, starting January 1, 2025, separate inspection stickers will no longer be issued for commercial vehicles. Instead, stickers will differentiate between “green” vehicles, other motor vehicles, and special-purpose motorcycles.
