## Many Vehicles Face Inspection Refusal in Vietnam, Starting This Year
**According to the Vietnam Registry Bureau, many vehicles may be rejected for inspection from the beginning of this year.**

Cases of vehicle inspection refusal include: Modified vehicles without changed registration; vehicles with changed yellow plates but unchanged registration; paint color on registration differs from the actual vehicle color; vehicle owners modify technical specifications, resulting in discrepancies with the registered information.
The Vietnam Registry Bureau stated that for modified vehicles without registration changes, and where the modification certification (CNCT) is lost or expired, from January 1, 2025, the issuance of CNCT will be carried out at all vehicle inspection centers nationwide.
If a vehicle has been issued a CNCT but the validity has expired, and the registration has not been renewed, a new CNCT will be issued, allowing for the change of registration based on an inspection, evaluation, and comparison between the actual vehicle and the technical specifications of the issued CNCT.
In cases where vehicles have discrepancies with their registration certificates but have not been issued a CNCT, the procedure for obtaining a CNCT must be followed as per regulations.
Specifically, if a vehicle differs from its registration certificate, and its technical specifications and images match the inspection certificate issued during the most recent inspection before the effective date of Circular 47/2024 (before January 1, 2025), it will be exempt from design documents. The inspection and certification process will proceed as usual for vehicles under the design document exemption.
From today, January 2, many vehicles will be rejected for registration
If a vehicle differs from its registration certificate and also differs from the inspection certificate issued during the most recent inspection in terms of technical specifications (vehicle self-weight, cargo box structure and dimensions, vehicle envelope dimensions), the vehicle owner must prepare design documents for inspection, evaluation, and issuance of a CNCT.
Four cases of inspection center suspension
According to Decree 166/2024, an inspection center will be temporarily suspended for one month if it violates any of the following four cases: Failing to provide information on stored vehicle records at the inspection center to other inspection centers upon request during the inspection process.
Providing login credentials to unauthorized individuals for accessing software used in the inspection process, including the function to issue warnings for motor vehicles and specialized machinery.
Failing to notify about the revocation of issued inspection certificates and emission stickers. Tampering with, erasing, or removing vehicle record forms and vehicle inspection result forms.
Four cases that lead to the closure of an inspection center
The decree also stipulates that inspection centers will have their certification of eligibility for inspection operations revoked in the following cases: Creating fake documents, papers, or records to obtain inspection certification or emission inspection certification for motorcycles and motorized vehicles.
Intentionally tampering with, altering, or erasing content from vehicle inspection certificates or emission inspection certificates for motorcycles and motorized vehicles. Being temporarily suspended from inspection operations three times within a continuous 12-month period.
Being administratively sanctioned three times or more according to the decree on administrative sanctions for violations of traffic order and safety in the field of road traffic; deducting and restoring points on driver’s licenses within a continuous 12-month period.
Having five or more instances of inspectors being temporarily suspended from inspection activities or having three or more inspectors with revoked inspection certificates within a continuous 12-month period.
Modifying vehicle and inspection data to legitimize vehicle information and inspection results.
Failing to maintain a department for handling tasks related to inspection records during the period of temporary suspension or temporary discontinuation of inspection operations, except for cases of force majeure as defined by law. Ceasing inspection operations for more than 12 consecutive months.
Assigning individuals who are not certified inspectors to perform inspections; assigning inspectors to simultaneously work at two or more inspection centers during the same time period.
Notably, an inspection center whose certification has been revoked can only be reconsidered for certification after 12 months from the date of the revocation decision, unless the center is dissolved.
