Hanoi’s Traffic Police recently waived a retroactive fine for a driver who rushed an injured person to the hospital.
Specifically, at around 11:50 am on December 25, 2024, Mr. Pham Anh Vuong (born 1988, residing in Gia Lam) was driving with the license plate number 30G-095.XX on Vo Chi Cong Street in Hanoi. When he came across a traffic accident, he noticed a woman lying unconscious on the road. Without hesitation, Mr. Vuong stopped his car and coordinated with the traffic police to take the victim to the hospital.
As this was an emergency situation requiring the swift transportation of the victim to the hospital, Mr. Vuong drove through a red light. The retroactive penalty camera system on the road recorded this and added the vehicle to the violation list.
Before the Lunar New Year of the Snake in 2025, Mr. Vuong checked the retroactive penalty information and found that his vehicle was on the list. He immediately contacted the Hanoi Traffic Police to explain the situation.
After receiving the information, the Hanoi Traffic Police verified and proceeded to waive the retroactive fine for Mr. Vuong’s vehicle.
According to the representative of the Hanoi Traffic Police, this case demonstrates that law enforcement is not rigid but takes into account the actual circumstances to protect the rights of those who act rightly, creating a humane society.
