According to Circular 35 issued by the Ministry of Transport (MoT) on driving license training and issuance, international driving permits, and road traffic certificates, new regulations on driver’s license categories, point systems, and renewal periods will come into effect on January 1, 2025.

Elimination of A2, B1.1, and B2 Categories

Previously, under the Vietnamese Law on Road Traffic, an A1 license was issued for motorcycles with engine displacements ranging from 50 to under 175 cc. The A2 license was granted for motorcycles above 175 cc.

As of this year, drivers of motorcycles with engine sizes between 50 and 125 cc will be issued an A1 license. The A2 license has been renamed as Category A and will be granted to those driving motorcycles with engine capacities above 125 cc.

Under the old regulations, holders of a B1.1 license were not permitted to drive professionally. This license was intended for automatic cars designed with a payload of less than 3,500 kg and fewer than nine seats. The B1 license was issued for manual transmission cars but did not allow the holder to drive professionally.

The new licensing system will not include the A2, B1.1, and B2 categories.

The B2 license will be granted to those driving both manual and automatic cars and will permit driving as a profession.

In Circular 35, the two previous car license types, B1.1 and B2, have been merged into Category B, with the only difference being a notation on vehicle classification. The B1 license will no longer be issued for cars but will instead be applicable to three-wheeled motorcycles (previously Category A3).

Starting January 1, 2025, the back of all driver’s licenses will include a notation specifying the type of vehicle and payload applicable to each category, as per the new regulations.

The validity period of driver’s licenses has also been modified. Previously, B1.1 and B1 car licenses were valid until the holder reached the age of 55 for women and 60 for men.

Under the new regulations, Category B licenses will have a standard validity period of 10 years, applicable to both automatic and manual transmission drivers. Motorcycle licenses, A1 and A, will retain their permanent validity, similar to the previous license types.

Introduction of a Point System for Car Licenses

From January 1, 2025, individuals holding an A1, A, or B driver’s license will be allocated 12 points each, which will be updated in the MoT’s system. The methods for updating and checking license points are available through the VNeID application, which can be accessed here.

According to the new decree, if a driver has not lost all 12 points, their points will be restored to 12 after 12 months, provided there are no new violations recorded during this period.

Each license holder will start with 12 points.

If a driver loses all their points, they will be banned from driving for six months. To regain the 12 points, individuals must retake a test on road traffic law and order and meet the requirements for their respective license categories.

For new A1, A, and B1 motorcycle licenses, individuals must complete a 25-question test within 19 minutes. To pass, they must answer 21 questions correctly (for A1) or 23 questions (for A and B1), including one mandatory question.

To restore the 12 points on a B car license, individuals must correctly answer 27 out of 30 questions within 20 minutes. They must also undergo a simulation test, scoring a minimum of 35 out of 50 points within 10 minutes.
