Hanoi People’s Committee has just submitted a draft resolution proposing fines for several administrative violations in the field of road traffic in the city.

Accordingly, Hanoi plans to increase the fine by 1.5-2 times compared to Decree 168/2024 for 107 violations in the field of road traffic in the city, effective from July 2025.

The offenses that will incur higher fines are based on the following criteria: the violation is common and occurs daily, negatively impacting the traffic habits of the people and the city’s aesthetics; the violation is the cause of traffic accidents and congestion; the violation adversely affects public order and traffic infrastructure.

The draft clearly states that Hanoi is the political, economic, cultural, and educational center of the country, spanning over 3,500 square kilometers and home to more than 8.5 million people. It is also the location of central agencies, diplomatic missions, representative offices of international organizations, and a crucial transport hub in the country with a diverse transport system…

Meanwhile, the awareness of traffic participants remains limited, and violations persist, often repeating certain types of offenses. Traffic accidents remain high, with a 2-4% year-over-year increase in vehicle numbers…

Based on practical assessments, the Hanoi People’s Committee concluded that it is necessary to further increase penalties for certain violations to raise awareness and voluntary compliance among traffic participants, thereby reducing congestion and accidents.
