The Ministry of Transport and local Departments of Transport are expected to hand over the tasks of driving tests and driver’s license issuance to the Ministry of Public Security by February 19, as per regulations.
The Vietnam Road Administration (under the Ministry of Transport) has recently sent a document to the Departments of Transport of provinces and cities to prepare for the handover of state management tasks related to driving tests and driver’s license issuance from the Ministry of Transport to the Ministry of Public Security.
According to Ms. Phan Thi Thu Hien, Deputy Director of the Vietnam Road Administration, this handover is in accordance with the directions of the leaders of the Ministry of Public Security and the Ministry of Transport during a meeting held on February 11. The meeting discussed the preparation for the handover of state management tasks related to driving tests and driver’s licenses, as concluded in Decision No. 121-KL/TW dated January 24, 2025, by the 12th Central Executive Committee on continuing the reorganization and streamlining of the political system.
The Ministry of Transport is expected to hand over the state management tasks related to driving tests and driver’s licenses to the Ministry of Public Security by February 19.
To ensure a smooth and quick transition, the Vietnam Road Administration requested the Departments of Transport to coordinate with local public security authorities to prepare all relevant contents related to driving tests and driver’s licenses for immediate handover when required.
The Departments of Transport are instructed to adjust their driving test plans accordingly and continue receiving applications for new and replacement driver’s licenses. They should also ensure the completion of driver’s license issuance for applications submitted before the aforementioned date.
To prevent any disruption in the driver’s license issuance process during this transition period and to avoid wastefulness due to the cessation of driving tests and license issuance by the Ministry of Transport, the Vietnam Road Administration has requested the Departments of Transport to review and forecast the required number of driver’s license templates up to February 2025.
This includes a plan for utilization until February 19 and another plan until February 28, which will be reported to the Vietnam Road Administration for aggregation and production orders. The Departments of Transport are also advised to efficiently utilize the already-ordered driver’s license templates to prevent surplus and reduce the volume of unused templates.
