The use of loudspeakers in cars has become a growing concern, as it often disrupts public order and road safety. Are there any regulations or penalties for such behavior? Let’s find out.

According to Article 9 of the 2024 Law on Order and Safety Traffic Roads, the following acts are strictly prohibited: Threatening, insulting, soliciting, or forcing passengers to use services against their will; overloading the vehicle beyond its legal capacity; illegal production, use, or trading of license plates; driving motor vehicles or specialized vehicles with invalid or improperly displayed license plates; bending, obscuring, or altering the characters, numbers, colors, shapes, or sizes of license plates.

The installation and use of audio and lighting equipment on motor vehicles and specialized vehicles that disrupt public order and road safety are also prohibited.

It is clear that installing and using loudspeakers (audio equipment) in cars that disrupt road safety and public order is a violation.

In terms of penalties, according to Article 32 of Decree 168/2024/ND-CP, individuals who are owners of cars (including trailers and semi-trailers), four-wheeled passenger vehicles with engines, four-wheeled goods vehicles with engines, specialized vehicles, and vehicles similar to automobiles will be fined between VND 4-6 million for the following violations:

Tampering with, altering, or counterfeiting vehicle registration documents without incurring criminal liability; Failure to obtain vehicle registration certificates, license plates, or certificates of technical safety and environmental protection inspections as required by law;

Failure to apply for a change of vehicle registration certificate or license plate as prescribed; Making false declarations or using fake documents to obtain replacement license plates, vehicle registration certificates, or certificates of technical safety and environmental protection inspections without incurring criminal liability;

Allowing drivers or representatives to commit violations specified in Point e, Clause 3 and Point i, Clause 5, Article 20 of this Decree; Installing and using audio and lighting equipment on vehicles that disrupt public order and road safety.

In addition to the fines, individuals and organizations who commit these violations shall also be subject to remedial measures, such as being forced to remove the audio and lighting equipment that causes public disorder and road safety hazards.

In conclusion, for car owners who install and use loudspeakers in their vehicles, disrupting road safety and public order, administrative fines range from VND 4-6 million for individuals and VND 8-12 million for organizations. Additionally, they will be required to dismantle the loudspeakers installed in their vehicles.
