According to the Ministry of Public Security, recent reports of individuals receiving rewards for providing traffic violation information and images on social media are inaccurate.

The Government’s Decree No. 176/2024/ND-CP allows the Ministry of Public Security to support individuals and organizations that provide information on administrative violations related to road traffic order and safety.

The allocated budget for this initiative is up to 10% of the administrative violation fines, with a maximum of VND 5 million per case.

Regarding this matter, a representative from the Traffic Police Department (Ministry of Public Security) stated that they have been receiving and utilizing information and images from citizens to verify and handle road traffic order and safety violations.

The focal point for receiving such information is specified in Circular No. 73/2024/TT-BCA issued by the Ministry of Public Security.

According to the circular, Traffic Police units are responsible for publicly announcing their contact details, including physical address, mailing address, email, electronic information or website, social media accounts, and hotline numbers, to facilitate the submission of information by individuals and organizations.

The Traffic Police units will also maintain a 24/7 operational staff to receive and collect data from the public.

The following Traffic Police units are responsible for receiving and collecting data: the Traffic Police Department, the Traffic and Order Police Division at the district level, and the Traffic Police teams.

When Traffic Police officers receive information or images, they must examine and categorize them, and if they meet the requirements, they will be recorded in a log book and reported to the competent authorities for further action:

If the data reflects a traffic order and safety violation occurring on the unit’s assigned route or area of responsibility, they will deploy personnel to stop the vehicle, conduct checks, identify violations, and impose penalties as per regulations. If the vehicle cannot be stopped or the violation has already occurred, they will take measures to verify and handle the case in accordance with the law.

If the case falls outside the unit’s assigned route or area of responsibility, they will notify the competent Traffic Police unit to take necessary verification and handling measures as per legal provisions.

Additionally, citizens can also provide information and images of traffic violations through the VneTraffic app developed by the Ministry of Public Security.

Circular No. 73/2024 also outlines the process for collecting and utilizing data from individuals and organizations, which is in accordance with Decree No. 135/2021/ND-CP.

The collected data must ensure that it does not infringe on the freedom, honor, dignity, privacy, or any other legitimate rights and interests of individuals and organizations, as stipulated by law. It should also accurately and truthfully reflect the violation, the time, and the location where it occurred.

Regarding the mechanism for compensating informants and the criteria for determining compensation amounts, the Traffic Police Department stated that the relevant agencies will soon issue specific regulations in the implementing legal documents.

Therefore, the information about individuals receiving rewards for providing traffic violation information and images on social media in recent times is inaccurate.
