This is a notable update from the Hanoi People’s Committee, which has released a technical document outlining fire prevention and control solutions for multi-story residential buildings, including those with mixed-use and rental units.
Appendix A of the document, which focuses on groups of solutions for multi-story residential buildings with mixed-use and rental units, states the following regarding parking lot arrangement and electric vehicle charging:
On reviewing parking area dimensions: Developers are responsible for ensuring sufficient two-wheeler parking spaces by reviewing the parking area dimensions of the project.
For multi-story, multi-unit private residential buildings: A comprehensive review and reorganization of parking areas must be conducted to ensure a minimum area of 6m2 for motorcycles and bicycles per apartment. If the building cannot provide sufficient parking spaces according to the number of apartments or residents, an alternative off-site parking plan must be proposed to meet the prescribed standards.
On ensuring safety and fire prevention: Parking areas in multi-story, multi-unit private residential buildings, including rental units, must have designated parking spots (marked with paint or other means) to maintain safe distances between vehicles, ensure smooth traffic flow, and provide clear escape routes in case of emergencies. These designated spots should be categorized into sections for motorcycles, electric bicycles, and regular bicycles.
Regarding the use of transportation in the building: All vehicles, whether gasoline or electric, must undergo regular checks and maintenance to ensure the safety of their engine and fuel systems. No fuel leaks should be allowed in the parking area, and the use of batteries and electric vehicle chargers must comply with the manufacturer’s recommended quality and usage guidelines.
The designated area for charging electric vehicles, if available, must be separated from other vehicles to ensure a safe distance. Overnight charging of electric vehicle batteries is prohibited, and chargers must be compatible with the vehicle’s battery system. The charging process must be monitored for safety, and specialized fire-fighting equipment must be provided to handle any potential explosions or fires involving electric vehicle batteries.
Motorized bicycles, electric bicycles, and other similar vehicles must be parked in their designated areas and not exceed the permitted quantity. These vehicles should not be parked with flammable or explosive materials or near electrical equipment such as distribution boards or pumps.
Additionally, vehicles should not be parked near electrical equipment or in areas that obstruct fire-fighting equipment, as this could hinder their use in the event of a fire or explosion.
