According to Circular No. 25/2025/TT-BCA, from March 1st, those with car driving licenses will be exempt from taking a theoretical test for a motorcycle license, and those who fail the theoretical test will still be allowed to take the other parts of the exam.
Circular No. 12/2025/TT-BCA stipulates regulations on driving tests, issuance of driving licenses, and the use of international driving permits.
According to this circular, the driving test for categories A1, A, and B1 consists of a theoretical and practical test in the form of a course. Candidates who do not pass the theoretical test will be allowed to continue with the practical driving test in the course. Candidates who pass either the theoretical or practical test will have their results valid for one year.
The driving test for car categories consists of a theoretical test, simulation, driving in a course, and driving on the road. Candidates will take all four test components. Passed components will be valid for one year, and candidates can re-register to retake the test for any failed components.

Additionally, according to Article 4 of this Circular, candidates for the A1 and A driving tests who hold a valid car driving license will be exempt from the theoretical test. Category A1 is granted to individuals driving motorcycles with a cylinder capacity of up to 125 cm3 or an electric motor power of up to 11 kW. Category A is for those driving motorcycles with a cylinder capacity greater than 125 cm3 or an electric motor power greater than 11 kW, as well as other vehicles specified for the A1 license.
In cases where a theoretical test is required, it will be conducted on a computer (except for test sites exclusively for motorcycle tests, where the theoretical test will be conducted using a paper-based multiple-choice method).
The test content will include questions related to legal regulations on road traffic order and safety; driving techniques; vehicle construction and common repairs (for categories B1 and above); driver ethics, traffic culture, and prevention of alcohol and beer harm when participating in traffic; fire prevention and fighting skills, and rescue skills (for categories B and above).
The practical test for categories A1 and A will be assessed through a combination of direct scoring and automatic scoring devices. Candidates must maneuver a motorcycle through four test courses: an “8” figure, a straight line, a road with a barrier line, and a bumpy road.
For category B1, the practical test will be assessed through direct scoring, with the examiner not present in the vehicle. Candidates must drive forward through a chi-shaped course and reverse in the opposite direction.
Categories B, C1, C, D1, D2, and D will be assessed using automatic scoring devices, without an examiner in the vehicle. Candidates must navigate their vehicles through various test courses at the driving test center, including starting, stopping to yield to pedestrians, stopping and starting on a slope, driving through a lane and a square corner, passing through an intersection with traffic signal control, driving through a winding road, parking, and temporary stopping at a level crossing, among others.
Within two working days from the end of the test period, the Traffic Police Department will review and consolidate the results and forward the data of successful candidates to the Traffic Police Bureau for the issuance of driving licenses. They will also report the test results to the Provincial Police Director.
The Traffic Police Bureau will issue driving licenses to successful candidates within seven working days from the end of the test period. Electronic driving licenses will be integrated into the electronic data system and electronic identification accounts within three working days from the end of the test period.
