The project’s enterprise proposes to expand the Phap Van – Cau Gie expressway to 10-12 lanes using the PPP model.

The Ministry of Construction has just sent a document to the Vietnam Road Administration and Phuong Thanh Transport Infrastructure Investment and Construction Joint Stock Company (the investor) regarding the investment in expanding the Phap Van – Cau Gie expressway through a Public-Private Partnership (PPP).

Accordingly, the Ministry of Construction agreed with the investor’s and project enterprise’s proposal on the necessity to study the investment in expanding the Phap Van – Cau Gie expressway through a PPP.

The expansion aims to meet the transportation needs, reduce traffic congestion, promote socio-economic development in the region, and gradually complete the road network plan for the period of 2021 – 2030, with a vision towards 2050, which has been approved by the Prime Minister.

“The Vietnam Road Administration shall take the lead in coordinating with the investor/project enterprise and other relevant agencies to implement the next steps, ensuring compliance with legal regulations,” the Ministry of Construction requested.

The Phap Van – Cau Gie Expressway will be expanded to 12 lanes

Previously, Phuong Thanh Transport Infrastructure Investment and Construction Joint Stock Company sent a document to the Ministry of Construction proposing to expand the Phap Van – Cau Gie expressway to 10 – 12 lanes through a PPP.

The enterprise stated that currently, the traffic volume on the Phap Van – Cau Gie route is very high.

According to calculations based on toll collection data, the average converted volume of cars in both directions for 2024 is about 85,000 vehicles/day and night. This volume exceeds the design capacity (about 55,400 vehicles/day and night).

Therefore, expanding the Phap Van – Cau Gie expressway to 10 – 12 lanes is necessary and in line with the road network plan for the period of 2021-2030, with a vision towards 2050.

Through preliminary research, Phuong Thanh Transport Infrastructure Investment and Construction Joint Stock Company also proposed three expansion plans for the expressway.

Plan 1: Expand from Phap Van intersection to Phu Thu intersection. To minimize land clearance and reduce impacts on the lives of people along the route, the expanded section will be arranged on an overpass running along the route, with the overpass located in the median strip between the expressway and the connecting road.

Plan 2: Expand from Phap Van intersection to Dai Xuyen intersection. The expanded section will be arranged on an overpass running along the route, with the overpass located in the median strip between the expressway and the connecting road.

Plan 3: Expand from Phap Van intersection to Dai Xuyen intersection. For the section from Phap Van intersection to Khe Hoi intersection, which passes through many residential areas, an overpass running along the route is proposed to minimize land clearance and reduce impacts on the lives of people along the route.

The Phap Van – Cau Gie expressway project is about 29km long. The starting point is at Km 182+300 (Phap Van intersection), and the endpoint is at Km 211+256 (Dai Xuyen intersection). The cross-section scale is 33.5m, including 6 lanes for motor vehicles.

The project was invested in two phases. Phase 1 was completed and started toll collection in October 2013. Phase 2 was completed and put into operation on July 5, 2019.
