The electric tram line operating between Hoan Kiem Lake and the Thang Long Imperial Citadel has been deemed unfit for public roads by the Department of Construction, citing non-compliance with Government Decree 165.
According to the Department of Construction of Hanoi, there are currently three four-wheel electric tourist vehicle lines in the city, operating around Hoan Kiem Lake, the Old Quarter, the Thang Long Imperial Citadel, and West Lake.
Regarding the electric car lines operating in the Old Quarter, Hoan Kiem Lake, and West Lake areas, the representative of the Hanoi Department of Construction stated that these are areas with restricted vehicle access. Many streets and sections in these areas only allow motor vehicles to travel at speeds between 10 and 20 km/h. Therefore, the Department of Construction is coordinating with relevant authorities to make appropriate adjustments and supplements to the traffic signs.
Concerning the electric car line operating between Hoan Kiem Lake and the Thang Long Imperial Citadel, the Department of Construction stated that the vehicles are currently operating on several roads designated as public roads, including Dinh Tien Hoang (starting point – Ho Guom Electric Car Station) – Hang Dao – Hang Ngang – Hang Buom – Ma May – Hang Bac – Hang Ngang – Hang Duong – Dong Xuan – Hang Giay – Quan Thanh – Nguyen Bieu – Thang Long Imperial Citadel. The maximum permitted speed for these vehicles is 40-50 km/h.
Hanoi suspends the operation of four-wheel electric tourist cars on the Hoan Kiem – Thang Long Imperial Citadel route
However, according to the new regulations (electric vehicles are only allowed on roads with speed limits up to 30 km/h), the operation of four-wheel electric passenger cars on these routes is no longer suitable.
Given this situation, the Department of Construction has sent a document to the People’s Committee of Hoan Kiem District and Dong Xuan Joint Stock Company (the operator of the line) requesting them to propose adjustment solutions and updates to comply with the new regulations.
On this issue, a representative of Dong Xuan Joint-Stock Company said that although the company had imported vehicles for the Hoan Kiem Lake – Thang Long Imperial Citadel route almost a year ago and the number of tourists was starting to stabilize, Decree 165 was issued after the company had started operating the route. Nevertheless, the company complied and stopped all vehicles operating on this route.
On February 5, 2024, the Thang Long – Hanoi Heritage Conservation Center, in coordination with Dong Xuan Joint Stock Company and the People’s Committee of Hoan Kiem District, inaugurated the electric car route from Hoan Kiem Lake to the Thang Long Imperial Citadel.
The line has 20 vehicles operating on a 10-kilometer route, passing through 24 famous streets of Hanoi. The electric cars take tourists to cultural works and historical sites such as Hoan Kiem Lake, Hanoi Old Quarter, Thang Long Imperial Citadel, and Ho Chi Minh Mausoleum.
For this new electric car line, the outbound trip starts from Ho Guom Electric Car Station and ends at the Thang Long Imperial Citadel, with a fare of VND 245,000/car/7 passengers. The return trip follows the same route in reverse, with a similar fare.
According to Government Decree 165, from February 15, 2025, four-wheeled passenger vehicles with attached engines, including electric motors, are only allowed to operate on roads with speed limits up to 30 km/h. On urban roads and mixed traffic roads with speeds above 30 km/h, electric vehicles are not permitted to operate.
