On February 23, 2025, the Traffic Police Department (Ministry of Public Security) announced that citizens could apply for a driver’s license renewal through the National Public Service Portal, the Ministry of Public Security Portal, or by submitting the application directly to the commune-level public security authority.

According to the announcement, for online applications, citizens can access the National Public Service Portal or the Ministry of Public Security Portal. They will then need to follow the instructions to complete the application and pay the fees through the payment function of the service system.

If citizens opt for postal services, the new driver’s license will be delivered within 5 working days. Additionally, the electronic data of the driver’s license will be automatically updated on the electronic environment through the Traffic Police Department’s inquiry page and VneID.

The Traffic Police Department also stated that citizens could use the VNeID application to present their driver’s license to traffic controllers and police officers, who will also use electronic means for verification through a specialized application.

Since the end of 2022, driver’s license renewal has been available through the National Public Service Portal. Now, citizens have the additional option of using the Ministry of Public Security Portal.

The Ministry of Public Security has taken over the functions of testing and issuing driver’s licenses from the Ministry of Transport. Consequently, the subsequent processes will also be handled by the Ministry of Public Security.

For in-person applications, citizens wishing to renew their driver’s licenses need to prepare a set of documents as prescribed by law and submit them directly to the Traffic Police Division of the provincial-level Public Security Department or to the commune-level public security authority, where they will be guided through the process of taking photos and paying the required fees.

The new driver’s license will be delivered within 5 working days either at the application submission point or to the applicant’s home, depending on their preference. The license data will be updated electronically on VNeID and the Traffic Police Department’s inquiry page.

The documents required for a driver’s license renewal include:

– An application form for a driver’s license renewal or reissuance, which can be filled out at the submission point;

– A health examination report for drivers issued by a qualified medical facility (except for those holding a driver’s license of class A1, A, or B1);

– A copy or electronically certified copy of the original driver’s license, or a copy of the administrative violation decision in the field of road traffic for cases where the integrated driver’s license has been revoked;

– A valid passport (for foreigners and overseas Vietnamese).

According to the Traffic Police Department, the issuance of renewed driver’s licenses to citizens will be carried out immediately after the competent authority makes a decision. The public security sector is expediting the completion of the institutional system, legal documents, organization of apparatus, task assignment, training for examiners, and upgrading and completing database systems and software applications.
