Prime Minister Pham Minh Chinh has just signed Directive No. 11/CT-TTg dated April 21, 2025, on strengthening the implementation of the Law on Road Traffic Order and Safety.

Accordingly, the Prime Minister assigned the Ministry of Public Security to coordinate with other ministries and sectors to research and review the legal corridor related to the work of ensuring traffic safety to advise on amendments and supplements to remove difficulties and obstacles in the process of implementation.
The Prime Minister requested the Ministry of Public Security to direct the Traffic Police force to organize patrols, control, command, and strictly handle disorderly acts of traffic safety that are the main causes of serious traffic accidents, especially in cases of law violations with oversized vehicles, overloaded vehicles, tracked vehicles, and vehicles transporting super-sized and super-heavy loads…
Investigate and strictly handle law violations related to traffic and transportation activities such as: Production, buying and selling, and use of fake papers of vehicles and drivers; violations in construction, repair, maintenance, and maintenance of traffic infrastructure; negative acts and violations of the law in state management and law enforcement on traffic safety.
Especially, the Prime Minister requested the Ministry of Public Security to coordinate with the ministries and sectors to connect and share data on traffic safety to ensure synchronization and uniformity, and digitize data. Apply science and technology and promote administrative reform in the fields of granting, re-granting, and revoking driver’s licenses, vehicle registration, and auction of license plate numbers.

The Prime Minister assigned the Ministry of Construction to focus on reviewing, overcoming, and organizing road signaling systems, supplementing guide signs, and dividing lane lines and lanes…; repair and overcome the traffic light signal system.
The Ministry of Construction is also requested to strengthen control over passenger and cargo transportation activities at departure points and stations and tightly manage and resolutely revoke business licenses and vehicle badges for enterprises and individuals who violate traffic laws…

In addition, the Prime Minister requested the Supreme People’s Court and the Supreme People’s Procuracy to strengthen coordination with the Ministry of Public Security in investigating, prosecuting, and judging traffic accidents, especially serious and very serious traffic accidents.
