The implementation of Decree 168 in Ho Chi Minh City has led to an increase in traffic congestion at intersections, as vehicles are no longer allowed to freely turn right on red lights.
To address this issue, the City’s Department of Transport and Traffic Police have installed green arrow turn signals at certain intersections, allowing vehicles to turn right on red. Dedicated right-turn lanes have also been established on major roads.
However, many drivers still have the habit of stopping in the right-turn lane while waiting for the red light, blocking the flow of traffic. To mitigate this issue, “wiggle lines” have been painted at major intersections to standardize traffic infrastructure and facilitate continuous traffic flow. These lines do not permit stopping and aim to prevent obstructions.
According to Decree 168, failing to comply with the instructions of these wiggle lines can result in a fine of up to 600,000 VND. Specifically, pedestrians with pets who stop at the wiggle lines and block the right-turn lane can be fined 150,000 to 250,000 VND. Cyclists and electric bicycle riders face a fine of 100,000 to 200,000 VND for the same violation. Motorcyclists who stop on the wiggle lines can be fined 200,000 to 400,000 VND, while car drivers may have to pay a fine ranging from 400,000 to 600,000 VND.
In practice, even at intersections without wiggle lines, drivers should be mindful and yield to vehicles turning right to reduce congestion and promote smoother traffic flow.
