As of July 1st, 2025, the number of provinces and cities in Vietnam will be reduced from 63 to 34, following the National Assembly’s resolution on the rearrangement of administrative units at the provincial level, passed on June 12th. The newly formed localities will adopt a combination of license plate prefixes from the previously merged provinces.

Specific instructions from relevant authorities regarding the issuance of new license plates after July 1st, 2025, are yet to be announced. For instance, it is unclear whether residents of Thai Binh province will be assigned the code 89 from Hung Yen province or if they will continue to use both 17 (Thai Binh) and 89. During this transitional period, new registrations will temporarily follow the prefixes of the former provinces.
For vehicles that have already been registered and are currently in circulation, the current license plates can continue to be used without any changes. As assured by Mr. Nguyen Khac Dinh, Vice Chairman of the National Assembly, citizens and businesses can rest assured that their current paperwork remains valid until its expiration date. If there is a need for re-issuance of documents due to a change of address, the process will be simplified and free of charge.
- Vehicle registration certificates or license plates that are faded or damaged.
- Vehicles that have undergone modifications or changes in paint color.
- Vehicles with white license plates (white background with black letters and numbers) wishing to change to yellow license plates (yellow background with black letters and numbers) or vice versa.
- Changes in owner information or owner’s request for a new registration certificate due to a change of address.
- Vehicle registration certificates that have expired.
- Replacement of old-format vehicle registration certificates and license plates with the new format as per Circular 79/2024; the owner’s desire to change from short to long license plates or vice versa.
