An investigation by the Da Nang Construction Department revealed that, at the time of the fatal crash in Ha Tinh that killed 10 people, the bus involved was not registered for transport business operations with the Da Nang Construction Department, and no competent authority had issued a logo for it.

The Vietnam Road Administration has issued a directive to the Da Nang Construction Department to inspect and handle the business conditions of the owner of the passenger car with license plate 43F-007.76 involved in the accident.

According to the Vietnam Road Administration, immediately after the accident, on July 25, the Da Nang Construction Department sent a report related to the passenger car with license plate 43F-007.76 to the Vietnam Road Administration.

On July 16, the Da Nang Construction Department issued a notice to stop the operation of the above-mentioned passenger car, simultaneously recall the logo and change the status of the car to invalid on the online public service system for road transport.

The Tan Kim Chi bus, which overturned in Ha Tinh Province, killing 10 people, had not been granted a logo to operate

The Da Nang Construction Department clarified that the passenger car with license plate 43F-007.76 is owned by Ms. Vuong Thi Kim Chi, a resident of Da Nang. The car is allowed to carry between 2 and 24 seated or sleeping passengers, was manufactured in 2023, and has a registration inspection validity until June 4, 2026.

However, according to a search on the online public service system for road transport, at the time of the accident, this passenger car was not registered for transport business operations with the Da Nang Construction Department, and no competent authority had issued a logo for the car with license plate 43F-007.76 to operate.

Despite the lack of business registration and logo recall, the vehicle owner, Ms. Vuong Thi Kim Chi, still operated the passenger car for transport business, resulting in the aforementioned serious traffic accident.

The Vietnam Road Administration requested the Da Nang Construction Department to urgently advise the Da Nang People’s Committee to inspect and clarify the situation regarding the owner of the passenger car with license plate 43F-007.76. In case the passenger car has been granted a transport business license, the Da Nang Construction Department should report to the Da Nang People’s Committee to temporarily halt its operation to facilitate inspection and handle any violations (if any) as per regulations.

As reported by An Ninh Thu Do, at around 2 am on July 25, at Km571+800 on National Highway 1, in Dong Trinh neighborhood, Song Tri Ward, Ha Tinh Province, a sleeper bus with license plate 43F – 007.76 of Tan Kim Chi bus company, driven by Le Ngoc Thanh (DOB: 1989, resident of Thanh Hoa Province), suddenly lost control, hit a marker, and overturned. The accident resulted in 10 fatalities and 15 injuries.

Following the accident, on July 25, the Prime Minister signed a dispatch on addressing the aftermath, directing the Minister of Construction to instruct relevant units to review and organize traffic logically and scientifically on expressways, enhance safety features of the transport infrastructure system in areas with complex traffic conditions; and instruct localities to inspect the safety conditions of vehicles engaged in passenger transport by car…

The inspection revealed that the aforementioned passenger car was within its registration inspection validity. However, at the time of the severe accident, it was carrying 28 people.
