The Traffic Police Department (TPD) of the Ministry of Public Security has issued guidance to local police on new vehicle registration procedures effective from July 1st. The provincial/municipal vehicle plate codes post-merger will comprise codes from the pre-merger provinces/municipalities.
For instance, the new vehicle plate code for Tuyen Quang province includes 22 and 23, incorporating the old codes of Tuyen Quang (22) and Ha Giang (23).
Below is the official list of vehicle plate codes for provinces and municipalities post-merger:

Ho Chi Minh City has the most vehicle plate codes with 13, followed by Hanoi with 6, and several other large provinces/municipalities with 3 each.
According to the TPD, vehicle owners can choose to register their vehicles at any Traffic Police Division or commune-level Public Security office within the province or city where they reside or are headquartered.
Regarding plate number allocation, the Traffic Police Division will continue to issue plate numbers based on pre-merger provincial/municipal codes. Once these codes are exhausted, the division will issue new codes from the merged province/municipality, in ascending order.
For example, in Ninh Binh province, new vehicle registrations will initially be issued with the number 35 until this code is exhausted. Subsequently, vehicles will be registered with the numbers 18 and 90.
In the case of An Giang province, all new vehicle registrations will be issued with the plate number 68.
