Deputy Prime Minister Nguyen Hoa Binh has signed Decision No. 1891/QD-TTg, dated September 3, 2025, approving the plan to cut and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security for the year 2025.
Notably, the decision includes the integration of vehicle registration results on individuals’ VNeID and a 30% reduction in vehicle registration fees and charges, applied to online first-time registrations for domestically assembled and imported vehicles. This also applies to the replacement and re-issuance of vehicle registration certificates and license plates through partial online public services or direct services.
The Prime Minister also approved a 30% reduction in vehicle registration fees and charges for temporary vehicle registrations through full online public services, as well as a 30% reduction for temporary vehicle registrations through partial online or direct services.
With this regulation, first-time vehicle registrants will make significant savings. For example, in Hanoi and Ho Chi Minh City, the registration fee for cars with nine seats or less (including pick-up trucks) is VND 20 million. By opting for online registration, individuals will save 30% of this amount, equivalent to VND 6 million.

The current fee rates for the issuance of vehicle registration certificates and license plates are stipulated in Circular 71/2025 of the Ministry of Finance, effective from July 1.
Additionally, according to Decision No. 1891/QD-TTg, the processing time for the issuance of certificates of eligibility for the electronic authentication service business will be reduced from 46 days to 31 days. Meanwhile, the time for handling the procedure for changing the certificate of eligibility for the electronic authentication service business will be shortened from 40 days to 27 days. Specifically, the processing time for re-issuance of the certificate of eligibility for the electronic authentication service business has been reduced to 2 days from the previous 3 days.
Furthermore, the Prime Minister has approved a reduction in the processing time for driver’s license issuance from 7 working days to 4.5 working days. For driver’s license replacement, the processing time has been cut down from 5 working days to 3.5 working days. The time for re-issuance of a driver’s license has also been reduced to 3.5 working days, a decrease of 1.5 working days.
Additionally, the Prime Minister decided to eliminate the procedure for re-issuance of test permits for driving test centers of types 1, 2, and 3 in cases where the original permit is damaged, lost, or the center’s name changes. In such cases, the electronic version of the permit will be used if the paper version is damaged or lost, and any name changes will be adjusted in the electronic environment.
The plan also includes the simplification of procedures for vehicle registration certificate and license plate issuance, the pilot implementation of electronic ownership transfer transactions for vehicle ownership transfer (vehicle name change) on the Public Service Portal. This will be initially applied in localities with complete marriage data. Replacing the notarized or authenticated vehicle purchase and sale contract with electronic data on vehicle ownership transfer on the Public Service Portal will help citizens save costs and time.
Lastly, the decision includes the integration of vehicle registration results on individuals’ VNeID and a 30% reduction in vehicle registration fees and charges, applied across provinces and cities.
