Who needs to open a transport account before October 1st, and how many vehicles can each account cover?
According to Clause 4, Article 11 of Decree 119/2024/ND-CP on electronic road traffic payment, the subjects required to open a transport account include:
- Vehicle owners who are individuals with full civil act capacity as prescribed by law.
- Vehicle owners that are organizations established and operating legally under the law.
As stated, vehicle owners are either the owners of the vehicle or individuals/organizations authorized by the vehicle owner to possess and use the vehicle, which falls under the category of subjects required to pay fees, prices, and charges related to the vehicle’s traffic activities. Vehicle owners are also considered account owners and payers as defined by Decree 119/2024.
This means that individuals and organizations owning vehicles or given the right to possess and use them, which fall under the category of subjects required to pay fees related to traffic activities, must open transport accounts before the October 1st deadline.
Moving on, Clause 3 of the same article states that each transport account can be used to pay for multiple vehicles owned by the account holder. Conversely, each vehicle can only receive payment from a single transport account.
When will a transport account be locked, and how can it be unlocked?
According to Decree 119/2024, there are two scenarios in which a transport account may be locked: upon the account holder’s request or upon a written request from an authorized agency as stipulated by law.
In the first case, the road usage charge service provider will lock the transport account when requested by the account holder, their guardian, or legal representative, or as previously agreed upon in writing between the account holder and the service provider.
The service provider will deny the request if the account holder has outstanding debts with the road usage charge service provider or the road traffic service provider.
In the second case, the road usage charge service provider will lock the account upon receiving a written request from an authorized agency as per legal regulations. Immediately after locking the account, the service provider must inform the account holder, their guardian, or legal representative about the reason for the lock.
