According to Article 31 of Decree 119, issued by the Vietnamese Government in 2024, from October 1st, 2024, all road vehicle owners must transition their current toll collection accounts to a transportation account linked to a non-cash payment method.
Funds Required in Transportation Account
Article 12 of the same decree mandates that vehicle owners ensure sufficient funds in their linked payment method when using electronic road toll payments.
Consequently, starting October 1st, vehicles without this transition will be ineligible to pass through electronic non-stop toll stations.
As defined in Article 43 of the 2024 Road Traffic Law, a transportation account is an account opened for road vehicle owners, linked to a legal payment method for non-cash transactions as per banking regulations.
Expanded Service Applications
Transportation accounts offer greater versatility, enabling payments for various services like parking fees, vehicle registration, fuel, and charging, unlike toll collection accounts limited to road tolls. Essentially, both accounts require users to deposit funds from bank accounts or e-wallets for non-cash transactions.
To convert from a toll collection account to a transportation account, users can directly perform the action on their existing non-stop toll payment apps, such as VETC or ePass. Users must first authenticate using their chip-embedded ID card, then link it to a bank account or e-wallet.

The new mandate, as per Decree No. 119/2024, states that from October 1st, vehicle owners who have not transitioned to the new transportation account will be unable to utilize the electronic toll collection (ETC) system. This means that a seamless, cashless drive through the toll stations will no longer be an option for those who have not made the switch.
