Recently, the Dong Nai Provincial Police, in collaboration with relevant agencies, successfully dismantled an online fraud scheme involving the sale of Vietmap navigation software licenses.
According to preliminary investigation results, since February 2025, Nguyen Phuc Toi (31, residing in Ninh Binh province) purchased a license for Vietmap Live, a smart navigation app featuring speed alerts, traffic fines, congestion, and accident notifications. Exploiting this software, Toi engaged in fraudulent activities to embezzle assets.
The perpetrator created multiple Facebook and Zalo accounts, including “Vietmap s2”, “Vietmap Live”, “Huy Kỹ Thuật”, and “Bảo Auto”, to advertise Vietmap licenses at prices below market value. Despite each license being valid for only one phone number and device at a time, Toi falsely claimed they could be used across multiple devices for extended periods, deceiving buyers.
Upon customer contact, Toi instructed them to download and install the app. However, full functionality required payments ranging from 200,000 to 1,000,000 VND. In reality, the software functioned briefly as Toi sold the same license to multiple individuals. When customers complained, he evaded responsibility, even blocking communication to embezzle funds.
During interrogation, Toi confessed to defrauding approximately 500 victims, amassing over 1 billion VND. Authorities seized two mobile phones, a desktop computer, a laptop, three bank accounts, and all electronic data linked to his criminal activities.
The Dong Nai Provincial Police stated that the investigation is ongoing, with further legal action pending.
