October 25, 2025 – The Kinshasa Capital Authority, Democratic Republic of Congo, and Vingroup Corporation (Vietnam) signed a Memorandum of Understanding (MoU) to collaborate on the research and development of large-scale urban and green transportation projects in Congo. This agreement marks a significant milestone in Vietnam-Congo relations, jointly aiming for sustainable development and improved quality of life for citizens.

Under the MoU, both parties will jointly research and develop a riverside megacity project spanning approximately 6,300 hectares, convert over 300,000 gasoline vehicles to electric, and establish an electric bus system along with charging infrastructure.

Strategically located in the capital’s expansion plan, the megacity project sits between the southern bank of the Congo River and north of N’djii International Airport. This large-scale, mixed-use development includes residential homes, villas, apartments, hospitals, schools, shopping centers, hotels, entertainment areas, and future government offices.

The project aims to create a modern urban hub that enhances living standards, transforms the cityscape, and becomes a new tourism destination and development symbol for Kinshasa. The city will grant Vingroup the land for the project free of charge.

Beyond real estate, the partnership extends to green transportation initiatives, including the development of electric bus and taxi systems, along with charging infrastructure operated by VinFast and GSM.

VinFast will supply suitable vehicles for Kinshasa’s plan to replace over 300,000 fossil fuel vehicles with electric ones. Additionally, VinFast will explore providing electric buses and support the construction and operation of a Bus Rapid Transit (BRT) system. Kinshasa commits to providing land for charging infrastructure to accelerate the city’s green transition.

Mr. Daniel Bumba Lubaki, Governor of Kinshasa, stated at the signing ceremony: “We warmly welcome Vingroup to Kinshasa. We have witnessed Vingroup’s remarkable achievements in Vietnam and globally. With their extensive international experience in urban development, housing, and infrastructure, we are confident this partnership will be a pivotal step toward creating a more civilized, modern, and sustainable urban environment for Kinshasa’s residents.”
