Car Sea Freight Fees in Hanoi and Ho Chi Minh City Reduced to 14 Million VND from 2026

Compared to the previous regulations, the car sea access fee in Hanoi and Ho Chi Minh City has been reduced by 6 million VND, equivalent to a 30% decrease.

Circular 155/2025 issued by the Ministry of Finance officially came into effect on January 1, 2026. According to this regulation, the fee for issuing new registration certificates with license plates for passenger cars with 9 seats or less (including pickup trucks) in Zone I is set at 14 million VND. Zone I currently includes Hanoi and Ho Chi Minh City. Compared to the previous regulation, the license plate fee for cars in Hanoi and Ho Chi Minh City has decreased by 6 million VND, equivalent to a 30% reduction. Meanwhile, the license plate fee for cars in Zone II, which covers other provinces and cities, is 140,000 VND.

Not only for cars, but the license plate fees for motorcycles in Zone I have also been reduced starting January 1, 2026. Specifically, the fee for issuing license plates for motorcycles valued over 40 million VND has decreased from 4 million to 2.8 million VND. For motorcycles valued between 15 and 40 million VND, the fee is 1.4 million VND. Motorcycles priced under 15 million VND now have a new license plate fee of 700,000 VND. In Zone II, the license plate fee for motorcycles is 105,000 VND, regardless of the vehicle’s value.

Additionally, the fees for changing registration certificates, license plates, or issuing temporary registrations have been adjusted under Circular 155/2025. The fee for changing a car’s license plate is 100,000 VND, while for motorcycles, it is 50,000 VND.

This marks the first reduction in car license plate fees in Hanoi and Ho Chi Minh City after years of maintaining a 20 million VND fee. Previously, the 20 million VND fee was implemented to curb the rapid increase in private vehicles in these two major cities.

In 2025, administrative boundary mergers were carried out in Vietnam. This led to several areas previously in Zone II now falling under Zone I, causing license plate fees to surge from 1 million to 20 million VND. Notable examples include Vung Tau and Binh Duong, which are now part of Ho Chi Minh City. The reduction in car license plate fees in Hanoi and Ho Chi Minh City has helped alleviate some financial burden for residents.
