Starting December 31, 2025, Circular 71/2025 issued by the Ministry of Construction will take effect, amending and supplementing Circular 47/2024 to streamline administrative procedures in vehicle registration. The new regulations focus on enhancing the use of electronic data and reducing processing times, offering greater convenience for citizens.

Acceptance of VNeID Vehicle Documents for Registration

A significant update is the expansion of acceptable vehicle registration documents. Under the new rules, in addition to the original vehicle registration, certified copies, or certified electronic copies, vehicle registration certificates integrated into the VNeID electronic identification account at level 2 or higher are also valid for registration purposes.

Furthermore, registration centers are now permitted to access vehicle registration data shared by issuing authorities, eliminating the need for vehicle owners to present physical documents. This allows individuals to use their VNeID app directly for registration, reducing the risk of losing original documents and aligning with the trend of interconnected digital data management among government agencies.

With this change, both traffic police and registration authorities no longer require citizens to carry physical documents when traveling or completing procedures, provided all information is fully integrated on VNeID.

However, the Circular also outlines exceptions. In cases where registration data cannot be shared or accessed due to unforeseen circumstances, vehicle owners must still present physical registration documents or appointment slips. For temporarily registered vehicles, if data is not yet connected, individuals must submit the original temporary registration or VNeID-integrated documents, along with relevant files as required.

Processing Time Reduced to a Maximum of 4 Hours

In addition to document digitization, Circular 71/2025 significantly shortens registration processing times. Specifically, the issuance of inspection certificates and stickers for first-time exempt vehicles, first-time inspections, periodic inspections, and specialized vehicles is reduced from one working day to no more than 4 hours, starting from when the registration center receives complete and valid documents.

For vehicles with only an appointment slip for registration, centers may issue inspection stickers and appointment slips for certificate collection. The official certificate will be issued within 4 working hours once the owner presents all required documents or receives the registration. Reissuance of certificates due to errors or damage follows a similar expedited timeline.

These adjustments align with the digital transformation roadmap in traffic management. Currently, essential documents such as ID cards, driver’s licenses, vehicle registrations, inspection certificates, and mandatory insurance are integrated into VNeID, enabling citizens to complete administrative procedures more efficiently and conveniently.
