Identification numbers will be required for cars and motorcycles from next month.

According to the latest plan, after July 1, 2023, the Ministry of Public Security will pilot the implementation of identification license plates for cars and motorcycles. According to the content of this plan, vehicle owners who have their registered address or residence in a specific location must proceed with the registration procedures at the local vehicle registration agency.

Specifically, for Vietnamese vehicle owners, the license plate will be managed according to the personal identification code. For foreigners, the license plate will be managed according to the foreigner’s identification code. For organizations, the license plate will be managed according to the organization’s identification code or tax code.

Cars and motorcycles will have identification numbers starting next month

According to regulations, all vehicle registration procedures must be declared on the National Public Service Portal. After successful declaration, the National Public Service Portal will send a message notifying the registration code for the vehicle owner to proceed with the registration procedures at the authorized vehicle registration agency.

In case it is not possible to perform the procedures on the National Public Service Portal due to the lack of electronic data or any technical errors, the vehicle owner must carry out the procedures directly at the vehicle registration agency.

In case the vehicle and vehicle documents do not meet the prescribed regulations, the vehicle owner needs to provide additional documents and complete the documents according to the instruction form. The result of vehicle registration can be obtained through the postal service.

The cases where the registration certificate and license plate need to be withdrawn include:

• Vehicles that are damaged and cannot be used, vehicles that are destroyed due to objective reasons;
• Vehicles that have expired their period of use or are not allowed to circulate according to the provisions of the law;
• Vehicles that are stolen, cannot be found, and the vehicle owner requests the withdrawal of the registration certificate;
• Import duty exempted vehicles or temporarily imported vehicles of foreign agencies, organizations, individuals;
• Vehicles registered in special economic-trade zones or international border-gate economic zones according to the regulations of the Government when re-exporting or transferring to Vietnam;
• Vehicles registered to change ownership, relocate to other provinces or centrally-run cities;
• Vehicles that have their frame dismantled for registration of another vehicle;
• Vehicles that have been registered but found to have fake vehicle documents or the engine and chassis numbers have been cut, welded, tampered with, or erased, or the license plate is not correct as prescribed.

Cars will be issued 2 license plates, including a short plate with dimensions of height x length = 165 x 330 mm; and a long plate with dimensions of 110 x 520 mm. This is different from the current regulations where newly registered cars are only issued two short license plates (rectangular shape), and if the vehicle owner wants to be issued 1 or 2 long license plates, they have to bear additional costs.
