The Ministry of Finance has issued Circular 60/2023/TT-BTC, which regulates the fees for registration, issuance, exemption, and management of motor vehicle registration plates (Circular 60). According to this Circular, starting from October 22, 2023, the registration and issuance fees for cars and motorcycles will undergo several changes.
For cars
Circular 60/2023/TT-BTC sets the fees for the first-time registration and issuance of registration plates in Zone I (Hanoi and Ho Chi Minh City) as follows:
– Cars (excluding cars with a capacity of less than 9 seats, trailers, semi-trailers): 500,000 VND/time/vehicle instead of the previous range of 150,000 – 500,000 VND/time/vehicle.
– Cars with a capacity of less than 9 seats (including pickups): 20 million VND/time/vehicle. Previously, the fee for the first-time registration and issuance of registration plates for cars with a capacity of less than 9 seats in Zone I was determined by the People’s Council of the respective cities.
Therefore, in this amendment, pickup trucks will be classified as cars with a capacity of less than 9 seats, with a fixed registration and issuance fee of 20 million VND/time/vehicle in Zone I, an increase of 40 times compared to the previous fee (500,000 VND/time/vehicle).
From October 22, 2023, the registration and issuance fees for pickup trucks will increase 40 times
According to Circular 60, the new fee for the issuance of registration certificates and plates for cars with a capacity of less than 9 seats (including pickups) in Zone II (Hai Phong, Da Nang, Can Tho, provincial cities, and towns) is 1 million VND/time/vehicle.
In Zone III (other localities), the new fee for the issuance of registration certificates and plates for cars with a capacity of less than 9 seats is 200,000 VND/time/vehicle. The fees in both Zone II and Zone III remain unchanged compared to the current regulations.
For motorcycles
According to Circular 60, the registration and issuance fees for motorcycles are calculated based on the value of the motorcycles and the geographical zones, as follows:
– Motorcycles with a value above 40 million VND: the fixed fees are 4 million VND/time/vehicle (Zone I), 800,000 VND/time/vehicle (Zone II), and 150,000 VND/time/vehicle (Zone III), an increase of 100,000 VND compared to the current fee of 50,000 VND/time/vehicle.
– Motorcycles with a value from 15 million VND to 40 million VND: the fixed fees are 2 million VND/time/vehicle for Zone I, replacing the current fee range of 1-2 million VND; Zone II remains at 400,000 VND/time/vehicle; Zone III is 150,000 VND/time/vehicle, replacing the current fee of 50,000 VND/time/vehicle.
– Motorcycles with a value below 15 million VND: the fees are 1 million VND/time/vehicle for Zone I, replacing the current fee range of 500,000 – 1,000,000 VND/time/vehicle; Zone II remains at 200,000 VND/time/vehicle; Zone III is 150,000 VND/time/vehicle, replacing the current fee of 50,000 VND/time/vehicle.
